干部选拔中贿选现象的基本特征、成因及防治机制

【摘要】：正干部选拔制度的规范程度直接影响领导干部队伍的整体水平、能力与提升空间,也直接影响社会主义政治文明的发展。通过非强迫的利益交换方式影响选民意愿的贿选行为,从本质来看是公共行为的私人化和政治行为的经济化。以非公平和违反法律法规的行为方式来获取政治参与权和公共权,不仅直接破坏了整个社会的民主选举规则,更直接侵犯了广大群众的民主权利,恶化了整个社会的治理结构。作为民主肌体上的毒瘤,贿选行为若无法得到有效遏制,势必危害我国社会主义基层民主政治建设。基于此,探析贿选行为的一般特征和诱发根源,进
[Abstract]:The standard degree of the cadre selection system has a direct impact on the overall level, ability and promotion space of the leading cadre team, as well as on the development of socialist political civilization. In essence, it is the privatization of public behavior and the economization of political behavior to influence the behavior of election-bribing through the way of non-compulsive exchange of interests. To obtain political participation and public rights by way of unfair and violating laws and regulations not only directly destroys the democratic election rules of the whole society, but also directly infringes on the democratic rights of the masses and deteriorates the governance structure of the whole society. As a malignant tumor of democracy, if bribery can not be effectively curbed, it will endanger the construction of democracy at the grass-roots level in our country. Based on this, this paper analyzes the general characteristics and causes of bribery.
