【摘要】：为促进党自身建设的需求,中国共产党巡视工作自创建以来就逐渐发展成为现今党内监督的重要手段。作为党内监督中不可或缺的一项制度,其在我国全面深化改革时期正在发挥着更为重要的作用,且被提升到新的高度,得到了强化、弘扬。中国共产党巡视工作像一张大网覆盖于整个中国,并将中央和地方的力量相结合,共同打击阻碍国家发展、破坏党内廉洁、侵蚀群众利益等不和谐因素。论文的主要内容首先对我国革命战争时期巡视工作的创建和发展以及改革开放后巡视工作步入正轨这两个阶段的历史嬗变入手,归纳总结出可以为现今所借鉴的经验教训。接着对中国共产党巡视工作的理论内涵进行了梳理,主要从巡视工作的概念、理论依据、机构设置、范围和内容以及运行方式的方面进行分析,并指出了中国共产党巡视工作在党的建设方面所发挥的积极作用,其中包括推动了监督机制更加的完备和丰富、党的纯洁性与先进性得到保障、党群密切关系得到维护。其次,论文还较为辩证的分析了巡视工作的两面性,不仅通过归纳巡视工作产生的成果和效用,其中还对巡视机构不健全、巡视组及其功能界定不清晰、巡视工作方式仍不完善这些问题进行了分别阐述。在论文的最后一个章节中,通过针对所指出的现实问题的基础上提出不同层面的建议以期进行解决。主要是从赋予巡视工作法规强制力、协调巡视工作的机体构架和开展专项巡视进行精准打击、运用新媒体拓宽群众监督渠道、对巡视工作成果的转化运用,并提出队伍的建设应通过马克思主义理论教育的强化以及提升地方的巡视工作建设等方面来明确解决的方案和今后将要实行的对策。我们国家正处于经济社会的重大转型期,党的巡视工作也必将受到长期且艰苦的考验,所以必须打造具有制度化内质的巡视工作才能更好地将国家向前推动发展,而为了更好的助力巡视工作的未来建设,就需要论文通过对巡视工作的发展进程、内在特征进行分析并总结出成效和不足,从而提出相关的改善方法和解决路径。期待今后能为加强党内监督、助力国家发展做出积极且有效的贡献。
[Abstract]:In order to promote the demand of the Party's own construction, the inspection work of the Communist Party of China has gradually developed into an important means of inner-party supervision since its establishment. As an indispensable system in inner-party supervision, it is playing a more important role in the period of comprehensive deepening of reform in our country, and has been promoted to a new height, strengthened and carried forward. The inspection work of the Communist Party of China covers the whole of China like a big net, and combines the central and local forces to jointly crack down on disharmonious factors such as hindering the development of the country, destroying the incorruptibility of the party and eroding the interests of the masses. The main content of the thesis begins with the historical evolution of the establishment and development of the patrol work during the revolutionary war period and the right track of the inspection work after the reform and opening up, and summarizes the experience and lessons that can be used for reference today. Then the theoretical connotation of the inspection work of the Communist Party of China is combed out, mainly from the aspects of the concept, theoretical basis, institutional setting, scope, content and operation mode of the inspection work. It also points out the positive role of the Communist Party of China inspection work in the construction of the Party, including promoting the perfection and enrichment of the supervision mechanism, ensuring the Party's purity and progressiveness, and maintaining the close relationship between the Party and the masses. Secondly, the paper also dialectically analyzes the two sides of the inspection work, not only through the induction of the results and effectiveness of the inspection work, but also to the inspection organization is not perfect, the patrol group and its function definition is not clear. The inspection work way is still not perfect these questions have carried on the elaboration separately. In the last chapter of the paper, some suggestions are put forward on the basis of the practical problems pointed out in order to solve them. Mainly from empowering the laws and regulations of the inspection work, coordinating the body frame of the inspection work and carrying out special inspections to carry out precision strikes, using new media to broaden the channels for supervision of the masses, and to transform and apply the results of the inspection work, The paper also points out that the construction of the contingent should be carried out through the strengthening of Marxist theoretical education and the promotion of the construction of the local inspection work and so on, and the countermeasures to be carried out in the future. Our country is in a major economic and social transition period, and the party's inspection work will certainly be tested for a long time and hard. Therefore, we must create an institutionalized inspection tour to better push forward the development of the country. In order to help the future construction of the patrol work better, it is necessary for the paper to analyze the development process, internal characteristics and summarize the results and shortcomings of the patrol work, and then put forward the relevant improvement methods and solutions. We expect to make positive and effective contribution to strengthening inner-party supervision and helping the development of the country in the future.
