全面从严治党背景下我国农村基层党员干部作风建设问题研究

【摘要】：我国是一个农业大国,农村的发展与整个国家的发展命运是紧密相连的,在从严治党背景下加强农村基层党员干部的作风建设对于推动农村社会经济文化发展具有十分重要的意义,也是维护全社会的和谐稳定的必要条件。多年来,我国始终坚持推进党员干部的作风建设,基层党风政风总体保持良好状态。在取得成绩的同时,我们也要认识到,新时期党员干部的作风建设仍然存在不少亟待解决的问题。马克思主义历来重视党的作风建设。马克思、恩格斯在指导工人阶级革命和运动的过程中不断总结成果,其关于无产阶级政党的理论中蕴含着丰富的作风建设的思想:首先,主张从革命实际出发,反对教条主义;其次,认为无产阶级政党是社会公仆,必须坚持群众观点;最后,主张发扬党内民主,严肃党的纪律,无产阶级政党必须发扬民主。这些精辟论述奠定了我党作风建设的理论基础。本文着重研究了农村基层党党员干部作风建设的问题、问题原因和应采取的对策。首先从促进农村经济发展、巩固党在农村的执政基础、维护农村社会的和谐稳定等方面分析了全面从严治党背景下加强农村基层党员干部的作风建设的必要性。其次,针对农村基层党员干部作风建设的现状,分别从思想作风、学风、工作作风、生活作风四个方面讨论了目前农村基层党员干部在作风建设过程中存在的主要问题。再次,结合农村基层党员干部的作风建设的存在的主要问题,分析农村基层党员干部作风建设存在问题的原因是由于农村基层党员干部思想观念陈旧,自身素质不高,轻视理论学习,农村基层党员干部管理制度不完善以及社会生活环境的影响。文章最后,结合以上所述提出了推进农村基层党员干部的作风建设的建议和对策:第一,加强思想政治教育,增强农村基层党员干部为民服务意识;第二,学习和培育先进典型,发挥其示范表率作用;第三,突出健全农村党风廉政建设八项制度;第四,完善各项规章制度,规范农村基层党员干部自身行为;第五,严格考评和督查,促进农村基层党员干部作风根本好转。
[Abstract]:China is a large agricultural country, and the development of the countryside is closely linked to the fate of the development of the whole country. Under the background of strict administration of the Party, it is of great significance to strengthen the construction of the style of party members and cadres at the grass-roots level in rural areas for promoting the development of social economy and culture in rural areas, and is also a necessary condition for maintaining the harmony and stability of the whole society. Over the years, China has consistently promoted the work style of Party members and cadres and maintained a good state of work in general at the grass-roots level. At the same time, we should realize that there are still many problems to be solved in the construction of the style of Party members and cadres in the new period. Marxism has always attached importance to the construction of the Party's style of work. Marx and Engels summed up the achievements in the process of guiding the revolution and movement of the working class. The theory of proletarian political party contained rich thoughts of style construction. Firstly, Marx and Engels advocated that they should proceed from the revolutionary reality and oppose dogmatism; Secondly, the proletarian political party is the public servant and must adhere to the mass viewpoint. Finally, the proletarian political party must carry forward the democracy within the Party and strictly enforce the discipline of the party, and the proletarian party must carry forward democracy. These incisive expositions have laid the theoretical foundation for the construction of our Party's style of work. This paper focuses on the problems, causes and countermeasures of the construction of the style of Party members and cadres at the rural grass-roots level. First of all, it analyzes the necessity of strengthening the work style construction of rural grassroots party cadres under the background of comprehensive strict administration of the Party from the aspects of promoting the development of rural economy, consolidating the ruling foundation of the Party in rural areas and maintaining the harmony and stability of rural society. Secondly, in view of the present situation of the construction of the style of Party members and cadres at the rural grass-roots level, this paper discusses the main problems existing in the process of the construction of the style of work of the party members and cadres at the rural grass-roots level from four aspects: the style of thought, the style of study, the style of work and the style of Thirdly, combined with the main problems in the construction of the style of the rural grass-roots party members and cadres, this paper analyzes the reasons for the problems in the construction of the style of the party members and cadres at the rural grass-roots level, which are due to the outmoded ideology and the low quality of the rural grassroots Party members and cadres. Despise the theory study, the rural grassroots party member cadre management system is imperfect and the social life environment influence. Finally, the paper puts forward some suggestions and countermeasures to promote the construction of rural grassroots Party members' work style: first, to strengthen ideological and political education, to enhance the rural grassroots party members' awareness of serving the people; second, To learn and cultivate advanced models and play their exemplary role; third, to highlight and improve the eight systems for building a clean and honest party style in rural areas; fourth, to perfect various rules and regulations, and to standardize the behavior of rural grassroots party members and cadres; and fifth, Strict examination and inspection and supervision, to promote the rural grassroots Party members and cadres fundamentally improved style.
