机关“后门”现象的隐情与治理

【摘要】：正机关一般是指具有一定公权力的政府职能部门,"后门"现象是指通过非公共途径依托关系或是贿赂等不正常手段达到某种目的的行为。据此,机关"后门"现象就是指行政机构的公职人员利用手中掌握的公权力,为自己或者是他人谋取不当利益的行为。毋庸置疑,这种行为严重破坏了社会的公平正义,助长了社会的不正之风,人民群众对之深恶痛绝。但在现实生活中,人们往往又持有双重标准,对于别人走"后门"义愤填膺,对于自己走"后门"却觉得理所应当。就社会发展的角度讲,积极的群体规范是社会发展的重要动力,不良的群
[Abstract]:The "back door" phenomenon refers to the behavior of using non-public means to rely on the relationship or bribery and other abnormal means to achieve a certain purpose. Accordingly, the phenomenon of "back door" of the organ refers to the behavior of the public officials of the administrative organization who make use of the public power in their hands to seek improper benefits for themselves or others. There is no doubt that this behavior seriously undermines the fairness and justice of society, encourages social injustice, and the people abhor it. But in real life, people tend to hold double standards, indignant at others'"back door", and take for granted their own "back door". From the perspective of social development, positive group norms are an important driving force for social development.
