【摘要】：党内监督是无产阶级政党建设的重要内容。党的十八大以来,以习近平为核心的党中央在党内监督问题上,提出了许多富有创建性的理论构想、开展了许多富有成效的实践活动,国内外学术界对此给予了相当的关注。国内学者分析了加强党内监督对于中国共产党权力正确运行、实现国家治理现代化、反腐倡廉、营造良好党内政治生态等方面的作用;剖析了目前党内监督在制度体制、主体客体、措施配合等方面存在的问题;从制度建设、体制改革、思想教育、关注重点、激活群体、强化纪委等方面提出了进一步加强和改进党内监督的对策建议;分析了新时期党内监督的两个重要特点。国外学者肯定了中国共产党全面从严治党的决心和科学划分政党权力的理念;研究了中国共产党加强党内监督制度建设的内容、原则;分析了中国共产党党内专门监督机构的运作方式、执纪重点以及实际功效等;尖锐地指出了当前中国共产党党内监督存在的问题、根源及对策。要实事求是地评析这些研究,取其精华、去其糟粕,不断丰富和发展中国特色社会主义党内监督的理论与实践。
[Abstract]:Inner-party supervision is the important content of proletarian party construction. Since the 18th National Congress of the Party, the CPC Central Committee with Xi Jinping as the core has put forward many creative theoretical ideas and carried out a lot of effective practical activities on the issue of inner-party supervision, which has been paid considerable attention to by the academic circles at home and abroad. Domestic scholars have analyzed the role of strengthening inner-party supervision in the correct operation of the power of the Communist Party of China, in realizing the modernization of national governance, in combating corruption and promoting clean government, in creating a good inner-party political ecology, and in analyzing the current system of inner-party supervision. From the aspects of system construction, system reform, ideological education, paying attention to key points, activating groups, strengthening discipline inspection committee and so on, this paper puts forward some countermeasures and suggestions to further strengthen and improve inner-party supervision. This paper analyzes two important features of inner-party supervision in the new period. Foreign scholars affirmed the determination of the Communist Party of China to administer the party strictly and scientifically divided the power of the party, studied the contents and principles of strengthening the construction of the supervision system within the party of the Communist Party of China. This paper analyzes on the operation mode, the key points of discipline enforcement and the actual effect of the special supervision organization within the Communist Party of China, and points out acutely the problems, causes and countermeasures of the supervision within the Communist Party of China at present. It is necessary to analyze these studies realistically, to select the essence, to discard the dross, and to enrich and develop the theory and practice of the supervision within the socialist party with Chinese characteristics.
