有效实施薄弱村党组织“第一书记”制度的思考

【摘要】:实施薄弱村党组织"第一书记"制度有利于推动薄弱村党组织建设,夯实党的执政基础;有利于拓展共享发展思路,加快薄弱村脱贫致富步伐,奠定建设全面小康的基础;有利于培养新型农民,打破人才僵局,为薄弱村现代化治理提供人才保障;有利于机关干部转变工作作风,增强做好群众工作的本领。"第一书记"制度在实施过程中也出现人员选派、考核、培训等制度设计尚不完善的问题,对"第一书记"工作的认识也存有误区。因此有效实施这一制度需要组织部门、乡镇党委、派出单位齐抓共管,需要"第一书记"尽职尽责。
[Abstract]:The implementation of the "first secretary" system of the weak village party organization is conducive to promoting the construction of the weak village party organization, strengthening the ruling foundation of the party, expanding the sharing of development ideas, speeding up the pace of getting rid of poverty and becoming rich in the weak village, and laying the foundation for building an overall well-off society. It is conducive to training new-type peasants, breaking the deadlock of talented people, and providing a talent guarantee for the modernization of weak villages, and is conducive to changing the work style of government officials and enhancing their ability to do a good job in mass work. " In the process of implementing the first Secretary system, the problems of personnel selection, examination, training and other system design are not perfect, and there are some misunderstandings about the work of the first Secretary. Therefore, the effective implementation of this system requires organizing departments, township party committees and dispatching units to work together and "the first secretary" to fulfill their duties.
