【摘要】：政治清明建设适应了当今时代发展趋势,体现了国家理性治理思维。它既是实现廉洁政治、构建廉洁政治生态的必要理论前提,也是实现国家治理现代化理想目标的必要保障。它是一种顶层设计,也是一种实践状态,更是当代的一种价值取向,是解决当前腐败问题、优化政治生态的关键。政治清明主要是指依托廉洁、高效的政治运行体系,使公权力开放与包容兼具,推进政治价值与行政运行的规范和统一,打造具备严明的法纪、透明的权力、英明的决策、贤明的用人准则、开明的政治观等廉洁基因的政治新常态。政治清明从根本上来说,是为了适应、满足政治的自由、法治、公平等价值取向的本质要求,利用这种中国式表达来阐述我国当代民主政治价值体系。政治清明与反腐败斗争二者相辅相成。干部清正、政府清廉、政治清明”是反腐倡廉建设的战略目标,开展持续性反腐败斗争对于政治清明理想目标的实现具有促进作用。结合我国井冈山时期、新加坡的廉政建设的先进经验,联系我国基本国情,实现政治清明必须全方位、多领域加强政治建设。因此,政治清明的实现途径应从着力营造一个良好的从政环境;提高政治清明教育的科学化水平;做好权力运行的公开化透明度体制机制建设;坚持全面从严治党,抓好干部作风建设等四个方面推进相关工作。
[Abstract]:The construction of political clarity adapts to the development trend of the times and reflects the thinking of rational governance of the country. It is not only the necessary theoretical premise to realize clean politics and construct clean political ecology, but also the necessary guarantee to realize the ideal goal of national governance modernization. It is a top-level design, a practical state, and a contemporary value orientation. It is the key to solve the current corruption problem and optimize political ecology. Political clarity mainly refers to relying on a clean and efficient political operation system to make public power open and inclusive, to promote the norms and unity of political value and administrative operation, and to create strict law and discipline, transparent power, and wise decision-making. Wise employment rules, enlightened political outlook and so on clean gene politics new normal. In order to adapt and satisfy the essential requirements of political freedom, rule of law and fairness, the political clarity of the Ming Dynasty is to expound the contemporary democratic political value system of our country by using this kind of expression of Chinese style. Political clarity and the fight against corruption complement each other. Clean cadres, clean government, and clean politics "are the strategic goals of anti-corruption construction. To carry out a sustained anti-corruption struggle can promote the realization of the ideal goal of political cleanliness." In combination with the advanced experience of building a clean government in Singapore during the Jinggangshan period in China and the basic conditions of our country, it is necessary to strengthen political construction in all directions and in various fields in order to realize political clarity. Therefore, the way to realize political clarity should be to create a good political environment, to improve the scientific level of political Qingming education, to do a good job in building an open transparency system for the operation of power, to adhere to a comprehensive and strict administration of the party, Do a good job in the construction of cadre style and other four aspects to promote the relevant work.
