中国网络反腐状态分析与优化路径

【摘要】：腐败治理历来是一个世界性难题,新中国成立以来,党和政府极为重视对有效反腐模式的探索。伴随互联网技术的普及,我国旧的反腐格局实现了新突破——网络反腐诞生,作为我国腐败治理模式的重要组成部分,并日益成为“互联网+”时代背景下的一个反腐利器。网络反腐这一政治现象,在中国自2003年诞生之日起,已有十余年发展历程,屡屡掀起中国网络民主参与的高潮,直击我国腐败治理、政治改革、网络民主的中间地带,极富中国特色与时代价值。党的十八大以来,我国反腐倡廉工作步入新常态,以科学化构建实现对网络反腐的有效引导,是当前党的反腐倡廉建设工作中的重要课题。文章的正文分为四个部分:第一部分讨论了网络反腐的理性审视。追溯了新中国成立以来的传统反腐模式,在此基础上引出了网络反腐的产生动因,并分析了网络反腐的政治效能。第二部分介绍了网络反腐的内在机理与特征。对网络反腐的定义、关键参与因素、发展阶段与特征、正式与非正式实现路径这些基本问题做了界定与介绍。第三部分分析了当代中国网络反腐的发展现状、困境及成因。基于职能转变、参与文化、参与机制、技术平台四个视角讨论当前中国网络反腐发展中遇到的瓶颈。第四部分提出了中国网络反腐科学化构建的建议。基于对问题的讨论与中国社会发展实际情况,从政府进路、文化涵育、制度建设、技术支撑四个层面提出中国网络反腐未来发展的可能性科学化路径。
[Abstract]:Corruption management has always been a worldwide problem. Since the founding of New China, the Party and government have attached great importance to the exploration of effective anti-corruption model. With the popularization of Internet technology, the old anti-corruption pattern of our country has realized a new breakthrough-network anti-corruption, as an important part of the corruption governance mode in our country, and has increasingly become an anti-corruption sharp weapon under the background of the "Internet" era. The political phenomenon of network anti-corruption has been developing for more than ten years since its birth in 2003. It has repeatedly set off the climax of China's network democracy participation, directly attacking the middle zone of corruption governance, political reform and network democracy in China. Extremely rich in Chinese characteristics and the value of the times. Since the 18th National Congress of the Communist Party of China, the work of fighting corruption and advocating honesty in our country has entered into a new normal. It is an important subject in the construction of the party's anti-corruption work to realize the effective guidance to the network anti-corruption by scientific construction. The text of the article is divided into four parts: the first part discusses the rational examination of network corruption. This paper traces the traditional anti-corruption mode since the founding of New China, and on this basis leads to the causes of network anti-corruption, and analyzes the political effectiveness of network anti-corruption. The second part introduces the internal mechanism and characteristics of network anti-corruption. The definition of network anti-corruption, key factors of participation, development stage and characteristics, formal and informal path of implementation are defined and introduced. The third part analyzes the current situation, predicament and causes of the development of network anti-corruption in contemporary China. Based on the four perspectives of function transformation, participation culture, participation mechanism and technology platform, the bottleneck encountered in the development of network anti-corruption in China is discussed. The fourth part puts forward the suggestions of scientific construction of network anti-corruption in China. Based on the discussion of the problems and the actual situation of China's social development, this paper puts forward the possibility and scientific path of the future development of China's network anti-corruption from four aspects: government approach, culture cultivation, system construction and technical support.
