党内制度失灵的对策探讨

【摘要】：党内制度是规范党组织生活和党员行为的基本保障,加强制度建设是全面提升党的建设科学化水平的重要突破口。当前,党内制度在创立过程中发挥民主不够,制度条文不够合理,党员对制度的忠诚度和执行力不够,党内执法不严,社会环境中消极因素的影响等,造成制度权威弱化,在某种程度上使得制度失灵。为避免制度沦为摆设或者由少数人任意解释或发挥的工具,要建立良好的制度框架,营造良好的守纪氛围,形成导向积极的制度预期和制度认同。加大执纪力度,增强制度刚性。针对不同的制度类型和层次,加大监督检查力度,形成自我纠错、自我约束的机制。
[Abstract]:The inner-party system is the basic guarantee of standardizing the life of the Party organization and the behavior of the Party members. Strengthening the system construction is an important breakthrough in promoting the scientific level of the Party building. At present, the inner-party system does not give full play to democracy in the course of its establishment, the provisions of the system are not reasonable enough, the Party members' loyalty and execution to the system are not enough, the law enforcement within the party is not strict, and the influence of negative factors in the social environment has resulted in the weakening of the authority of the system. To some extent make the system out of order. In order to avoid the institution degenerating into an instrument that is arranged or interpreted or played by a few people, it is necessary to establish a good institutional framework, create a good atmosphere of discipline, and form a positive expectation and recognition of the system. Strengthen discipline enforcement and institutional rigidity. According to different system types and levels, we should strengthen supervision and inspection to form a self-correcting and self-restraint mechanism.
