【摘要】：正基层干部作为国家管理层级的最底层群体,直接面对人民群众,其素质优劣、作风好坏、落实水平高低,直接影响党和政府在群众中的形象,关系群众福祉。在干部集中换届之际,如何科学合理地选用好不同类别的干部并为之提供权益保障,值得深入研究。一、基层干部选用应德才并举,当德才相悖时要突
[Abstract]:As the lowest level of the national management level, the grassroots cadres directly face the masses, their quality, style, implementation level, directly affect the image of the party and government in the masses, and affect the well-being of the masses. How to select different types of cadres scientifically and reasonably and provide protection for their rights and interests is worthy of further study. First, the selection of cadres at the grass-roots level should be carried out simultaneously by virtue and ability, and when virtue and talent contradict each other, they should be abrupt.
