精准扶贫背景下广西农村基层党组织建设研究

【摘要】：到2020年全面建成小康社会的一个短板是全国数千万人口的贫困,为啃下这块硬骨头,党和国家实行精准扶贫,举全国之力攻坚克难,广西作为扶贫的主战场之一,任务更为艰巨繁重。精准扶贫的效果是检验农村党建的标尺,而农村基层党组织作为扶贫的关键,是精准扶贫坚强的组织保障和战斗堡垒,精准扶贫对其提出组织领导、宣传动员、执行落实都更加精准的要求。广西为推进精准扶贫,实行了整顿软弱涣散基层党组织、派驻第一书记入村帮扶、“党建+”模式等多项措施增强了农村基层党组织战斗力,广西农村基层党组织建设取得诸多成就,但不可忽视的是还有部分农村党组织开展精准扶贫的责任意识不强、“战斗堡垒”不牢、整合扶贫资源能力不够,也是由于队伍建设松懈和农村党组织所处环境影响所致。需注重农村党员思想建设,优化队伍,严格落实组织生活机制,将农村基层党组织的堡垒筑牢,充分发挥乡镇党委在农村党建中的龙头作用,将广西民族地区的优势资源与农村党建扶贫深度融合,从组织内部和组织外围加强广西农村基层党组织的建设。
[Abstract]:A short board for building a well-off society in an all-round way by 2020 is the poverty of tens of millions of people in the whole country. In order to gnaw on this hard bone, the party and the state will carry out accurate poverty alleviation and raise the national strength to tackle the difficult problems. Guangxi is one of the main battlefields in poverty alleviation. The task is even more arduous. The effect of precision poverty alleviation is to test the standard of party building in rural areas. As the key to poverty alleviation, rural grass-roots party organizations are strong organizational guarantees and fighting fortresses for accurate poverty alleviation. They are given organizational leadership and propaganda and mobilization for accurate poverty alleviation. Implementation of the implementation of more precise requirements. In order to promote accurate poverty alleviation, Guangxi has implemented measures to rectify the weak and lax grass-roots party organizations, to send the first secretary to the village to help them, and to strengthen the combat effectiveness of the rural grassroots party organizations through the "party building" model. Many achievements have been made in the construction of rural grass-roots party organizations in Guangxi, but it should not be ignored that some rural party organizations have not strong sense of responsibility in carrying out accurate poverty alleviation, "fighting fortress" is not strong, and the ability to integrate poverty alleviation resources is not enough. It is also due to the lax construction of the ranks and the environmental impact of rural party organizations. We should pay attention to the ideological construction of rural party members, optimize the ranks, strictly implement the mechanism of organizing life, build the bastion of the rural grass-roots party organizations, and give full play to the leading role of the township party committees in the rural party building. This paper combines the advantage resources of Guangxi minority areas with the rural party building to help the poor, and strengthens the construction of the rural grass-roots party organizations in Guangxi from the inside and the periphery of the organizations.
