叶青:在规范与待遇中重塑干部队伍

【摘要】:随着各项改革政策的推进,干部队伍中的乱象由过去"乱作为"向现在的"不作为""慢作为"转变。通过"三严三实"的教育,提高干部办事的激情与主动性是必要的。但是这仍不够,稳定公务员队伍、提高公务员办事能力,必须要讲规矩、提待遇与"四问",即"问政于民、问需于民、问计于民、问效于民"。如此,才能提高官民互动,让公务人员真正从"父母官"转化成为"人民公仆"。
[Abstract]:With the promotion of various reform policies, the chaotic phenomena in the cadre ranks have changed from the past to the present, not to act and to the slow to act. Through the education of "three strict and three facts", it is necessary to improve the enthusiasm and initiative of cadres in handling affairs. However, this is still not enough. In order to stabilize the civil service and improve the ability of civil servants to handle affairs, we must observe the rules and raise the "four questions", that is, "to ask the people about politics, to ask the people, to plan for the people, and to ask for the effectiveness of the people." Only in this way can we improve the interaction between the government and the people, and make the public servants transform from "parents' officials" to "people's public servants".
