深化干部人事制度改革需要“三把火”

【摘要】:正深化干部人事制度改革,是造就高素质执政骨干队伍,形成人才辈出、人尽其才生动局面的制度保证。干部人事无外乎"人"与"事"。长期以来,有的机关单位人多事少、人浮于事现象突出,干部资源严重浪费;有的地方政府事务繁重,但真正干事的人却不多,导致工作疲于应付、流于形式;有些干部把干部人事看作搞人际关系,政治生态被"关系学"严重侵蚀。究其原因,一方面在干部人事安排上,"人"与"事"脱节,把人事
[Abstract]:Deepening the reform of the cadre and personnel system is the institutional guarantee for bringing up the cadre contingent of high quality ruling cadres, forming a situation of talented people in large numbers and giving full play to their talents. Cadres and personnel are nothing more than "people" and "things." For a long time, some departments and units have been overstaffed and overstaffed, leading to a serious waste of cadres' resources, while some local government affairs are heavy, but there are not many people who are really in charge of the work, which leads to a heavy workload and a mere formality. Some cadres regard cadres and personnel as interpersonal relations, and the political ecology is seriously eroded by "relationship learning." On the one hand, in the arrangement of cadres and personnel, the "people" and "things" are out of touch with each other, and the personnel has been put into a new position.
