【摘要】：正早在20世纪30年代,周恩来就在党内率先指出了调查研究的重要性,并对调查研究、政策研究等提出了一系列重要观点。同时,他还开创了党的情报信息工作,为中央开展重大决策提供了有效的信息服务。在1949年新中国建立前后两年的异常繁忙时期,他对政策研究、决策咨询、咨询专家人才队伍建设作出了一系列重要的指示批示。新中国建立伊始,他亲自发起并创建了中国人民共和国的第一个国家智库——政务院参事室。回顾周恩来的革命工作生涯,他在
