[Abstract]:At present, China is facing profound and complex changes in the domestic and foreign situation, especially the challenge of increasing downward pressure on the economy. The Fifth Plenary session of the 18th CPC Central Committee weighed the dynamic changes of the situation. A crucial decision was made.
