论系统性治理腐败方略的原则与内涵

【摘要】：伴随着新中国的反腐历程,我国的治理腐败方略经历了重大调整,目前呈现出构建系统性治理腐败方略的新趋势。建构系统性治理腐败方略,应系统综合并提升中国古代和西方的反腐经验,但必须破除对两者的迷信,珍惜中国共产党自身的宝贵经验。要坚持党领导下的人民群众广泛参与的中国特色反腐机制,建构国家与社会双重治理腐败体系;要侧重从权力视角转向从权力与资本相结合的视角考察腐败的发生机理,将权力关进制度的笼子里,并且资本也不可任性;要将具体的腐败过程进行系统性透视,做到法纪与规矩相互配合、政策和法纪相互兼顾、改革方案与治理腐败方略相配套、技术层面和体制组织层面相互契合。同时,要加强国际反腐合作,在开放背景中注意维护国家安全。
[Abstract]:Along with the anti-corruption course of the new China, the strategy of controlling corruption in our country has undergone a major adjustment, and at present there is a new trend of constructing the general plan of systematic management of corruption. To construct a systematic strategy for dealing with corruption, we should systematically synthesize and promote the anti-corruption experience of ancient China and the West, but we must break the superstition between them and cherish the valuable experience of the CPC itself. We should adhere to the anti-corruption mechanism with Chinese characteristics, which is widely participated by the masses under the leadership of the Party, and construct a dual system of governance of corruption between the state and society. We should focus on the mechanism of corruption from the perspective of power to the combination of power and capital, put power in the cage of the system, and capital can not be capricious; It is necessary to make a systematic perspective of the specific corruption process, to coordinate the law and discipline with the rules, to give consideration to the policy and the law, to match the reform scheme with the corruption control strategy, and to agree with each other at the technical level and the institutional level. At the same time, we should strengthen international cooperation against corruption and pay attention to safeguarding national security in the context of opening up.
