建立容错纠错机制应突出四个重点

【摘要】：正一要准确把握容错的政策边界。建立科学有效的容错机制,必须牢牢把握"三个区分开来"的标准要求,在设定容错界限的时候,要坚持做到"四看",看是否出于公心,看是否为了改革创新,看是否经过民主决策,看是否造成严重后果。二要科学设定容错的程序规则。必须建立严格的容错免责程序规则,坚持"申请、核实、认定、公示、报备"

To establish a scientific and effective fault-tolerant mechanism, we must firmly grasp the "three separate" standard requirements. When setting fault tolerance limits, we must adhere to the "four look," see if it is out of the common mind and see if it is for the sake of reform and innovation. See if democratic decisions are made, and see if they have serious consequences. Second, set the procedure rules of fault tolerance scientifically. It is necessary to establish strict rules of fault-tolerant exemption procedure and insist on "application, verification, confirmation, publicity and filing."
