普兰店区乡镇政府廉政风险防控对策研究

【摘要】：自古以来,腐败就是国家治理的重点和难点问题,尤其是在广大农村基层地区,腐败现象的影响较为恶劣。十八大以后,新一代领导集体壮士断腕,将反腐倡廉建设作为重中之重来部署。经过长时间的探索和研究,现已形成“惩防并举、注重预防”的反腐战略,于是廉政风险防控也就被提到了前所未有的高度。在廉政风险防控逐步从理论研究转变到实践探索的重要阶段,全国各地和各行各业都在积极响应中央的号召,大力推行廉政风险防控工作,积累有益经验。这几年,普兰店区乡镇政府也在全面加强惩治和预防腐败,并在廉政风险防控方面进行了一些有益探索,取得了一些成绩。但普兰店区乡镇政府廉政风险防控工作中仍存在着风险排查识别不及时、风险评估体系不完善且评估能力和主动性不够、廉政文化环境创建意识薄弱、机制建设缺乏协调性和法律依据、工作合力不强等普遍性和特殊性问题。本文在查阅国内外关于廉政风险防控相关文献资料的基础上,坚持将理论研究与实践研究相结合,将定性与定量相结合,通过采取文献查阅法、实地调查法、对比分析法、描述性研究法等方法,对普兰店区乡镇政府廉政风险防控工作进行研究。本文由五章构成:第一章阐述了研究背景、研究意义、研究思路及方法,回顾了目前国内外廉政风险防控的研究进展;第二章阐述了廉政风险防控的相关概念、理论基础;第三章分析了普兰店区乡镇政府廉政风险防控现状、存在的问题和原因;第四章介绍了国外和国内其他地区廉政风险防控概况和经验启示;第五章从机制建设、廉政教育、廉政队伍、监督检查四个维度,提出和完善了普兰店区乡镇政府廉政风险防控对策。
[Abstract]:Since ancient times, corruption is the key and difficult problem of national governance, especially in the rural grassroots areas, the impact of corruption is relatively bad. After the 18th National Congress, the new generation of collective leaders broke their wrists and made anti-corruption efforts a top priority. After a long period of exploration and research, the anti-corruption strategy of "combining punishment and prevention, paying attention to prevention" has been formed, so the risk prevention and control of clean government has been raised to an unprecedented height. In the important stage when the risk prevention and control of a clean government is gradually changing from theoretical research to practical exploration, all parts of the country and various industries are actively responding to the call of the Central Committee, vigorously carrying out the work of preventing and controlling the risks of a clean government, and accumulating beneficial experience. In recent years, the township government of Prandan district has also strengthened the punishment and prevention of corruption in an all-round way, and has made some achievements in preventing and controlling the risks of a clean government. However, in the work of preventing and controlling the risk of clean government in town and township government of Prandon District, the risk checking and identification is not timely, the risk assessment system is not perfect, and the evaluation ability and initiative are not enough, and the consciousness of creating a clean and clean cultural environment is weak. The mechanism construction lacks the coordination and the legal basis, the work cooperation is not strong and so on the universality and the particularity question. On the basis of consulting domestic and foreign literature on clean government risk prevention and control, this paper insists on combining theoretical research with practical research, combining qualitative and quantitative studies, adopting literature review, field investigation, and comparative analysis. This paper studies the risk prevention and control of clean government in town and township government of Prandan district by descriptive research method. This paper is composed of five chapters: the first chapter describes the research background, research significance, research ideas and methods, reviews the current domestic and foreign research progress of clean government risk prevention and control, the second chapter describes the concept of clean government risk prevention and control, the theoretical basis; The third chapter analyzes the current situation, existing problems and causes of clean government risk prevention and control in the township government of Prandan District, and the fourth chapter introduces the general situation of clean government risk prevention and control in foreign and domestic areas and its experience and inspiration. The fifth chapter from the mechanism construction, clean government education, clean government team, supervision and inspection four dimensions, put forward and improve the town government clean government risk prevention and control countermeasures.
