【摘要】：企业型政府理论倡导的顾客导向理念,是对现代民主政治生活中的公民主体性地位的确认,构建了以公民为中心的新型的伦理关系。但这是将复杂的公民角色简单化经济视角的顾客,否认了公民的多样化的需求,导致对公民角色定位的偏差,在确认公民的主体地位同时又降低了公民在公共生活中的地位。角色定位的偏差,导致将政府与公民间的政治关系片面地理解为市场机制下的企业和顾客之间的经济关系,走向了将公民置于政府与公民关系中的被动的接受地位;也模糊了政府与公民之间的权利与义务关系,逐渐压缩公共领域的存在。顾客导向理念带来很难使公共服务做到公平、公共利益难以保证、公务员的伦理责任不断弱化等伦理问题。因此必须根据对公共利益的准确理解,将政府服务对象由顾客重新回归公民,由顾客导向走向公众参与。
[Abstract]:The concept of customer orientation advocated by the enterprise government theory is the confirmation of the citizen's subjectivity status in the modern democratic political life, and constructs a new ethical relationship centered on the citizen. But this is a simplification of the complex role of citizens to the economic perspective of customers. It denies the diverse needs of citizens, leads to the deviation of citizens' role, confirms the dominant position of citizens, and at the same time reduces the status of citizens in public life. The deviation of role orientation of the government and the citizen, will lead to the political relations of the one-sided understanding of the economic relationship between the market mechanism of enterprises and customers, to the relationship between the government and the citizens of the citizen in the passive acceptance of the status; blurring between government and citizen rights and obligations, the gradual compression of public domain the existence of. The concept of customer orientation is very difficult to make public service be fair, the public interest is difficult to guarantee, and the ethical responsibility of civil servants is weakening. Therefore, according to the accurate understanding of the public interest, the government service object should be returned to the citizen by the customer, and from the customer orientation to the public participation.
