生态实践的科技政策支撑体系研究

【摘要】：生态实践是近年来在世界各国兴起的新型实践模式,已经取得良好的经济、社会和环境效益。目前我国生态实践己经从理念倡导走向全面推进。发展生态实践不仅要以生态和谐的理念为指导,更需要生态实践科技政策体系的支撑。因此,从我国实际出发,在借鉴国外成功经验的基础上,构建和完善生态实践科技政策支撑体系,促进生态实践走向深入,就成为当前一个亟待解决的重大课题。本文以基于生态实践的科技政策支撑体系为研究对象,以生态学和系统论思想为理论基础,力图全面考察生态实践科技政策支撑体系的主要功能和基本构成,分析我国现有生态实践科技政策支撑体系的问题,并提出相应的对策建议。具体而言,本文主要包括以下部分:首先,阐述生态实践的基本理论,界定生态实践的概念,梳理生态实践的基本特征,探究生态实践的基本规律。论述生态实践对科技政策的需求。主要是:引导生态实践活动行为方向,协调生态实践活动矛盾冲突,有效管控生态实践活动,合理分配生态科技资源。其次,分析生态实践科技政策体系对主要结构。就生态实践科技政策支撑体系结构而言,包含纵向和横向二个维度。其中纵向结构包括战略层面、计划层面和执行层面的生态科技政策体系。横向结构包括基础生态科学研究支撑体系、生态经济政策支撑体系、生态技术支撑体系、生态科技创新支撑体系和生态实践法律法规支撑体系。最后,从生态实践科技政策支撑体系的价值导向、完善生态实践的科技政策支撑体系、提高生态实践的科技政策整体协调度、加大生态实践的科技政策体系的执行力度等四个方面来分析中国生态实践科技政策支撑体系的现状及对策。
[Abstract]:Ecological practice is a new type of practice model which has emerged in the world in recent years, and has achieved good economic, social and environmental benefits. At present, China's ecological practice has been from the concept of advocacy to a comprehensive promotion. The development of ecological practice should not only be guided by the idea of ecological harmony, but also need the support of scientific and technological policy system of ecological practice. Therefore, starting from the reality of our country, on the basis of drawing lessons from the successful experience of foreign countries, constructing and perfecting the supporting system of science and technology policy of ecological practice and promoting the deepening of ecological practice have become an important subject to be solved urgently. This paper takes the scientific and technological policy support system based on ecological practice as the research object, takes ecology and system theory as the theoretical basis, and tries to investigate the main functions and basic composition of the science and technology policy support system of ecological practice. This paper analyzes the problems of supporting system of science and technology policy of ecological practice in our country, and puts forward corresponding countermeasures and suggestions. Specifically, this paper mainly includes the following parts: firstly, it expounds the basic theory of ecological practice, defines the concept of ecological practice, combs the basic characteristics of ecological practice, and probes into the basic law of ecological practice. This paper discusses the demand of ecological practice for science and technology policy. The main contents are as follows: to guide the behavior of ecological practice, to coordinate the contradiction and conflict of ecological practice, to control ecological practice effectively, and to allocate the ecological science and technology resources reasonably. Secondly, analyze the main structure of ecological practice science and technology policy system. As far as the supporting system structure of ecological practice science and technology policy is concerned, it includes two dimensions: vertical and horizontal. The vertical structure includes the ecological science and technology policy system at the strategic level, the plan level and the implementation level. The horizontal structure includes the basic ecological science research support system, the ecological economy policy support system, the ecological technology support system, the ecological science and technology innovation support system and the ecological practice law and regulations support system. Finally, from the value orientation of science and technology policy support system of ecological practice, perfect the science and technology policy support system of ecological practice, improve the overall coordination degree of science and technology policy of ecological practice, This paper analyzes the current situation and countermeasures of the supporting system of science and technology policy of ecological practice in China from four aspects, such as strengthening the implementation of science and technology policy system of ecological practice.
