【摘要】：20世纪80年代以来,随着我国社会经济、政治的高速发展,社会形势的不断变化,人民群众对新型社会公共管理方式,尤其是对警察部门的社区警务模式,提出了更高的要求。传统的社区警务运作模式中“社区警力不足”、“重打击轻防范”、“重案件侦破而轻社区管理”的工作策略已无法适应当今社会的发展。本文从治理的角度出发,分析了西方各国及我国社区警务改革的实践历程及主要内容,并在此基础上尝试对我国社区警务改革的实际运作情况进行分析,从而提出适用于新的社会政治、经济环境下,以大城市城区的社区中心警务室为工作平台,以社区民警联勤制工作机制为主要思想的新型社区警务模式。探索实践社区中心警务室联勤工作模式,是天津市公安南开分局自2002年来,从初步实施社区警务战略过程开始,就不断研究探索的一个新课题。课题研究的主要任务是,以党的十七大精神和科学发展观为指导,积极适应城市化发展的迫切需要和和谐社会建设,以创建“平安南开”为目标,以推进“三项建设”、深化“三基”工程为重点,加快建立与新型社区管理体制相适应的新型社区警务管理机制。自2005年1月至今,课题研究工作从调研论证、制定方案到组织试点、评估推广,分阶段、有计划地推进,现已取得初步成效。本文对形成以社区中心警务室为平台,社区民警联勤工作制的新型社区警务模式的理论基础、改革思路、机制建构、创新特色进行了探讨研究。以社区中心警务室为工作平台的社区警务策略,是我国警察部门社区警务工作改革中,一种维护社会治安的新思维、新观念的实践载体,体现了我国警察部门在对其所承担的公共管理职能进行改革创新和新公共运动中所蕴含的“治理”观念。在借鉴西方国家经验和做法的基础上,我国警察部门也尝试进行社区警务制度改革,并逐渐形成以“一社区一中心警务室”模式为代表的“现代化”社区警务工作模式,且在人口密集型大城市城区的社区警务管理工作中,取得了显著的工作成效。
[Abstract]:Since 1980s, with the rapid development of our country's social economy and politics, and the constant change of the social situation, the people have a new way of social public management, especially the community policing mode of the police department.
