网络群体性事件中的政府信任问题研究

【摘要】：近些年来，，网络群体性事件已逐渐演变为一个社会性问题。由于网民数量极大，网络事件非常活跃，甚至有的事件会对政府形象产生不良影响，会在一定程度上降低政府的可信度。因此，深入了解网络群体性事件的本质，研究网络群体性事件与政府信任的内在关系，并以此来探寻政府信任改善的可行途径，既是社会和谐稳定的发展要求，也是体现服务型政府、民主性政府的根本要求。本文将政府信任问题置于网络群体性事件中进行考察，通过政府的信任缺失和民意表达机制的不通畅两方面，深入分析网络群体性事件的成因及其与政府信任的内在关系。我们认为，网络群体性事件是把双刃剑，既有消极的一面，如损坏政府公众形象、放大社会矛盾、误导网络舆情和网民行为等；也有积极的一面，如构成政府信任改善的压力和动力、易于网民有效监督政府行为、促使政府积极应对网络舆情等。从这个意义上说，政府信任实际上就是政府与网民的一种双向互动关系，因此，从网络群体性事件这个角度来看，政府信任问题的研究就需要从政府、网民以及连接二者的网络媒体等三个方面进行综合分析：一是在政府层面上，需要政府积极有为来改善自身形象；二是在网络媒体层面上，应该加强网络媒体在引导大众舆论方面的正面导向功能；三是在网民层面上，应当培育网民的权利观念和自律意识。
[Abstract]:In recent years, the network group events have gradually evolved into a social problem. Due to the large number of Internet users, network events are very active, and even some events will have a negative impact on the image of the government. It will reduce the credibility of the government to a certain extent. Therefore, we should deeply understand the nature of the network group events, and study the internal relationship between the network group events and the government trust. It is not only the development requirement of social harmony and stability, but also the basic requirement of service government and democratic government to explore the feasible ways to improve government trust. In this paper, the issue of government trust in the network group events to investigate, through the lack of government trust and the expression of public opinion mechanism is not smooth two aspects. Deeply analyze the causes of network group events and their internal relationship with the government trust. We believe that network group events is a double-edged sword, both negative side, such as damaging the public image of the government, magnifying social contradictions. Mislead network public opinion and netizen behavior; Also has the positive side, such as constitutes the government trust improvement pressure and the motive force, is easy for the netizen to supervise the government behavior effectively, urges the government to respond positively to the network public opinion and so on. In this sense. In fact, government trust is a kind of two-way interaction between government and Internet users. Therefore, from the perspective of network group events, the research of government trust needs to be done from the government. The Internet users and the network media connected with them are analyzed in three aspects: first, the government needs to improve its image actively and actively at the level of government; Second, on the level of network media, we should strengthen the positive guiding function of network media in guiding public opinion; Third, on the level of netizens, we should cultivate the concept of rights and self-discipline of netizens.
