【摘要】：警察的公共服务职能是现代警察的一项重要职能。改革开放以来,随着人员流动的愈发频繁,城镇化的持续扩张,特别是在“点轴"经济发展理论深刻影响中国宏观经济布局和发展的大环境下,人口、资源等向中型、大型城市加速流动、集中,各种人口数百万甚至超千万的都市型城市不断出现、发展、成型,而这种现象在可预见的将来是不可阻挡的。都市化是城市化过程中一种特殊的地域空间组织形式,是城市发展到高级阶段的必然产物。在这一类型的城市里,市民社会的形成更加迅速,特别是近10年来,公民意识在这些城市里率先萌芽,伴随着社交沟通网络技术的革新而空前高涨,公众对政府公共服务需求日益增长,服务质量要求不断提升。而作为最直接向公众提供政府公共服务的警察组织面临着供不应求的压力,法律、法规、政策等制度规范的不完善又使我国都市警察难以一一回应民众公共服务的需求。本文选取深圳这一我国改革开放以来平地崛起型的都市的基层公安机关和民警作为研究单位,同时参考香港、新加坡以及西方一些都市警察部门提供公共服务的经验教训,旨在对目前我国都市基层警察组织的公共服务工作进行描述、比较、解释,并对我国现代都市警察到底应该承担什么公共服务职能,警察通过怎样的方式才能提供充分、优质的公共服务提出建设性的建议。本文通过公共产品理论对我国都市警察公共服务内容进行详细解剖分析,对警察国家职能与公共服务职能的有效区分提出了动态性边界的制度安排设想,并运用“治理”理论中的“多中心”治理理论,提出了我国都市警察公共服务的多重供给模型-警民合作视野下的新型社区警务战略,契合了今后相当长一段时间内我国社会和城市发展的客观规律,对于填补中国都市警察公共服务研究空白有着积极意义。
[Abstract]:The public service function of the police is an important function of the modern police. Since the reform and opening up, with the increasing frequency of personnel flow, urbanization continues to expand. Especially in the "point axis" economic development theory deeply affect the macro-economic layout and development of China, population, resources and other medium-sized, large-scale cities to accelerate the flow, concentration. A variety of urban cities with millions or even more than ten million people are constantly emerging, developing and shaping. This phenomenon is irresistible in the foreseeable future. Urbanization is a special form of regional spatial organization in the process of urbanization, which is the inevitable outcome of the advanced stage of urban development. In this type of city. The public demand for government public services is increasing and the quality of service requirements are constantly rising. As the most direct public service to the public the police organization is facing the pressure of demand laws and regulations. The imperfection of policy and other regulations makes it difficult for our city police to respond to the public service demand one by one. This paper chooses Shenzhen, the grass-roots public security organ and police of the rising city since the reform and opening up of our country, as the basic level public security organ and police. As a research unit. At the same time, referring to the experience and lessons of some urban police departments in Hong Kong, Singapore and the West, this paper aims to describe, compare and explain the public service work of the urban grass-roots police organizations in China. And what public service functions should the modern urban police undertake in our country, and how can the police provide adequate public service. Through the theory of public products, the content of public service of urban police in China is analyzed in detail. This paper puts forward the institutional arrangement of the dynamic boundary between the state function of police and the function of public service, and applies the theory of "multi-center" governance in the theory of "governance". This paper puts forward the multi-supply model of the public service of urban police in China-the new community policing strategy under the view of cooperation between the police and the people, which accords with the objective law of social and urban development in China for a long time in the future. It is of positive significance to fill up the blank of the research on the public service of urban police in China.
