消防信息化建设探析

【摘要】:消防部队是一支军事化的现役部队,是中国人民武装警察的一个警种,又是一支直接为改革开放和经济建设服务的公安执法部队,跻身于改革开放的前沿,,肩负着繁重的防火灭火和社会抢险救援这一保卫国家和人民生命财产安全的神圣使命。 在信息化建设高速发展的今天,信息技术贯穿消防部队的日常管理、通讯联络、消防业务以及灭火作战、社会救援指挥等方方面面。 消防信息化是利用先进可靠、使用有限的现代计算机、网络及通信技术对消防信息进行采集、储存、处理、分析和挖掘,实现消防信息资源和基础设施高程度、高效益的共享与共用的过程,其实质是各级公安消防机构在各项消防工作实践活动中对消防信息资源进行广泛而深入地丌发利用,为防火、灭火、抢险救援、队伍管理教育、后勤保障等各项工作提供决策性地信息支持。消防信息化建设地范畴包括通信网络基础设施建设、信息系统建设及应用、安全保障体系建设、运行管理体系建设和标准规范体系建设等内容。 近几年,我国消防行业的信息化建设有了长足的发展,各地都新建或改造了消防通信指挥系统,开发应用了一批消防信息管理软件,建起了许多消防专业网站,开始实施电子政务,消防信息网络初步形成。总结我们在信息化建设中取得成绩的同时,我们必须清醒地看到,总体上看,我国消防行业的信息化水平与美国、日本和西欧等发达国家相比,由于起步较晚,加之综合实力、基础研究较弱,我们的差距还很大。首先是在软件方面,我们缺乏具有自主知识产权的关键、核心技术,如消防领域应用较多的通信调度指挥系统技术,目前绝大多数还仅仅停留在对国外引进软件的二次开发上,没有建立起我们自己的具有自主知识产权的基础平台软件,为此我们不得不花大量的资金向国外购买。其次,我们在标准化方面差距也很大,美国、日本和西欧等发达国家在消防监督、调度指挥、电子政务、内部事务管理、灭火战术模拟等各个领域,已逐步建立起较为完善的标准体 卿 硕:卜学位论文 入!AS’百!一I之’气11{}51凡 系,能有效地引导、规范、整合信息化的过程,达到事半功倍的「J的,而我们这 方面的工作才刚刚起步,严重滞后于信息化的实际进程。由于缺乏数据标准,己 有的信息也不能得到充分应用。如日前我国建筑设计院所及公司己荃本实现了电 脑出图,但这些众多的图形电子文档并未或很少能在我们消防审核、口常监杆、 灭火预案、119地理信息系统中得到再利用,许多墓础工作又在各个管理部门垂 复。所以,在总结经验和肯定成绩的同时,我们更要高度正视信息化_!二作‘卜存在 的问题。 本文介绍了国内外信息和信息化以及消防发展的趋势,分析了消防部队信息 化建设的现状,提出了消防部队信息化建设的方向和基本思路:认清形势,解放 思想,尽快实现观念的转变:开拓创新,优化资源,构建消防信息化实战体系; 整合平台,资源共享,实现向科技要警力、要战斗力的战略日标;统筹兼顾,协 调发展,坚持有所为有所不为;加强管理,务求实效,提升管理层次和水平;完 善机制,培养人才,为消防信息化建设提供和力支持;消防信息化需要信息化社 会支持。 关键词:消防信息化建设
