论我国社区警察职业生涯发展与激励机制

【摘要】:自马斯洛提出激励层次理论以来,围绕绩效管理问题,管理学界提出了各种各样的激励措施。如何利用激励机制最大限度地开发人力资源,增强组织的发展能力已成为管理者普遍关注的问题。警察作为公共部门中特殊的职业,目前,警察管理组织主要从静态角度分析警察的工作特点、需要及激励的内容、方法等等,,还没有以一种职业发展的角度去审视社区警察发展与社区警察组织的关系,在社区警察激励这一过程中,努力需求社区警察贡献与组织回报的动态平衡,是组织激励的真正切入点,而要准确地找到这个切入点,则必须准确地把握社区警察职业生涯发展的规律。 本文将职业生涯理论引入到社区警察激励机制的构建中,以社区警察职业发展作为激励机制的核心内容,促进警察与组织的共同发展。文章首先从介绍职业生涯发展与激励的基本理论入手,详细论述与社区警察职业发展有关的社区警察职业特点、社区警察职业生涯发展的目标和内容以及影响因素等问题,其中,重点阐述职业生涯发展与激励的关系。第二部分针对当前我国社区警察激励机制存在的问题,深入分析当前我国社区警察激励机制的发展现状、局限性和影响因素。第三部分本文尝试将社区警察职业生涯发展与激励机制的构建结合起来,以不同职业阶段的特点为依据建立适合本阶段的动态激励机制,同时提出影响社区警察职业生涯发展的心理契约问题。最后在文章结束语部分提出了围绕职业生涯发展问题建立双职业路径等问题的看法。
[Abstract]:Since Maslow put forward the theory of incentive hierarchy, management circles have put forward a variety of incentive measures around the problem of performance management. As a special profession in the public sector, at present, the police management organizations mainly analyze the characteristics, needs and motivations of the police from a static point of view. Methods and so on, have not yet examined the relationship between community police development and community police organization from a career development perspective, in the process of community police motivation, strive to demand the dynamic balance between community police contribution and organizational return. It is the real breakthrough point of organization motivation, and to find this breakthrough point accurately, we must grasp the law of community police professional career development accurately. This paper introduces the career theory into the construction of the incentive mechanism of community police, taking the professional development of community police as the core of the incentive mechanism. The article begins with the introduction of the basic theory of career development and motivation, and discusses in detail the professional characteristics of community police related to the professional development of community police. The goal and content of community police career development and its influencing factors are discussed. The second part focuses on the relationship between career development and motivation. The second part aims at the problems existing in the incentive mechanism of community police in China. The third part attempts to combine the career development of community police with the construction of incentive mechanism. Based on the characteristics of different professional stages, a dynamic incentive mechanism suitable for this stage is established. At the same time, it puts forward the psychological contract problem which affects the career development of the community police. Finally, in the conclusion of the article, the author puts forward the views on the establishment of dual career paths around the career development.
