服务型公安行政建设问题研究

【摘要】： 本文共分三部分: 第一部分,服务型公安行政概述。本部分阐述了服务行政的概念、特点、以及服务行政的意义;并界定了公安行政的概念,对公安行政的类型进行了深入探讨,结合当前社会发展现实,通过比较分析指出建设服务型公安行政是时代的必然要求;阐述了服务型公安行政的涵义,阐明了服务型公安行政的特点,服务型公安行政要体现民主的组织结构、突出依法行政、权力有限的理念、强调以民为本的思想、追求高效能的服务。第二部分,当前我国公安行政建设的现状、问题及成因。本部分首先介绍了当前我国公安行政建设的现状,过多的行政色彩,强调管理而忽视服务、承担过多政府行政工作而忽视自身的本职工作、工作上有“唯上不唯实”的倾向等等;其次,阐述当前公安行政建设存在的问题。公安行政建设实践中存有误区;管理体制不顺,事权分离,效率偏低;机构设置随意性大,职能重叠交叉;运作机制不畅,监督不力。最后,指明了当前公安行政建设存在问题的成因,为建设服务型公安行政进一步指明了方向。第三部分,我国服务型公安行政建设的有效途径。这部分针对服务型公安行政建设存在的问题,从几个方面提出了相应的完善措施。实现从管理到服务的理念转变,树立为民服务的核心价值观;塑造建设服务型公安行政的良好社会氛围,倡导以民为本的服务理念,建设先进警察文化,树立正确价值观;加强公安机关制度建设,来理顺公安管理体制、规范执法程序、加强警务公开,接受社会监督,逐级落实执法责任制,加大法制培训力度。以此,切实促进服务型公安行政的建设。
[Abstract]:This paper is divided into three parts:. This part expounds the concept, characteristics and significance of service administration, defines the concept of public security administration, and probes into the types of public security administration. Combined with the reality of current social development, this paper points out that the construction of service-oriented public security administration is an inevitable requirement of the times, expounds the meaning of service-oriented public security administration, and clarifies the characteristics of service-oriented public security administration. Service-oriented public security administration should embody democratic organizational structure, stress the idea of administration according to law and limited power, emphasize the idea of people-oriented, and pursue high efficiency service. The second part, the present situation, problems and causes of the public security administrative construction in our country. This part first introduces the present situation of our country's public security administrative construction, too much administrative color, emphasizes the management but neglects the service, Taking on too much government administrative work and neglecting its own work, the work has the tendency of "only on top but not on reality". Secondly, the paper expounds the existing problems in the administrative construction of public security, and there are some misunderstandings in the practice of administrative construction of public security. The management system is not smooth, the power is separated, the efficiency is on the low side; the establishment of the organization is arbitrary, the functions overlap, the operation mechanism is not smooth and the supervision is weak. Finally, it points out the causes of the problems existing in the current public security administrative construction. For the construction of service-oriented public security administration further pointed out the direction. The third part, the effective way of the service-oriented public security administrative construction in our country. In view of the problems existing in the service-oriented public security administrative construction, this part puts forward the corresponding consummation measures from several aspects to realize the transformation of the concept from management to service. To establish the core values of serving the people, to create a good social atmosphere for the construction of service-oriented public security administration, to advocate the concept of people-oriented service, to build the advanced police culture, to establish the correct values, to strengthen the construction of the public security organ system, In order to straighten out the public security management system, standardize the law enforcement procedure, strengthen the public policing, accept the social supervision, carry out the law enforcement responsibility system step by step, increase the legal system training, so as to promote the construction of the service type public security administration.
