【摘要】：该文根据对云南非监禁刑罚执行监管情况的调查情况,论述在刑事法治领域改革与完善非监禁刑制度的时代意义和实践价值。并分析了云南省昆明、玉溪、丽江、昭通、保山5市及重庆、成都、青海管制、缓刑、假释、暂予监外执行、罚金刑的成绩与问题,就贯彻宽严相济的刑事政策提出具有可操作性的建议。
[Abstract]:Based on the investigation of non-custodial penalty enforcement in Yunnan Province, this paper discusses the significance and practical value of reforming and perfecting the non-custodial penalty system in the field of criminal law, and analyzes Kunming, Yuxi, Lijiang, Zhaotong, Yunnan Province. The achievements and problems of Baoshan 5 cities and Chongqing, Chengdu, Qinghai Province, probation, parole, temporary execution outside prison and fine punishment are put forward, and some operable suggestions are put forward to carry out the criminal policy of combining leniency and severity.
