新公共服务理论视阈下的城市社区治安服务研究

【摘要】：目前,我国正处于社会转型的加速期与现代化建设重要发展战略机遇期,也是社会风险高发期,城市安全面临着空前的挑战,人们对于公共安全的重视程度也随之提高。社区是人们生产、生活的基本环境,是社会运行与管理的基本单位。社区是社情民意、社会基层各种矛盾和问题反映比较集中的地方。随着社会的不断进步与发展,人们逐渐意识到社区所扮演角色的重要性,特别在维护社会安全稳定与促进社会和谐中的积极作用,如何提升适应城市经济、政治和文化发展需要的社区治安服务水平,已经成为一项亟待研究的重大课题。城市社区治安作为公益物品和公共服务,以往在我国主要是由国家垄断提供,但随着经济、社会的发展,我国城市居民贫富差距扩大、流动人口增加等因素的出现导致城市社区治安呈现出复杂、失序和不定的特点,人们对治安需求日趋丰富多元,使得治安服务供给不足、效率低下的矛盾也日益突出。针对这一问题,本文依据新公共服务理论,在对城市社区治安服务的内涵、当前城市社区治安存在的问题及原因进行分析和研究、借鉴发达国家的经验,对加强城市社区治安服务工作进行探讨,提出提升城市社区治安服务水平的有效性对策。
[Abstract]:At present, our country is in the accelerating period of social transformation and the important strategic opportunity period of modernization construction. It is also a period of high social risk, and urban security is facing unprecedented challenges. Community is the basic environment for people to produce and live, is the basic unit of social operation and management. The contradictions and problems at the grass-roots level of society are reflected in a more concentrated place. With the continuous progress and development of society, people are gradually realizing the importance of the role played by the community. Especially in the maintenance of social security and stability and the promotion of social harmony, how to improve the level of community public security service to meet the needs of urban economic, political and cultural development has become an important subject to be studied. Urban community security, as a public good and public service, was mainly provided by the state monopoly in the past. However, with the development of economy and society, the gap between the rich and the poor of urban residents in our country has widened. The appearance of floating population and other factors lead to the complex, disorderly and uncertain characteristics of public order in urban community. The demand for public security is becoming more and more diverse, which makes the supply of public security services insufficient. The contradiction of inefficiency is becoming more and more prominent. According to the new public service theory, this paper analyzes and studies the connotation of urban community security service, the existing problems and causes of urban community security. Based on the experience of developed countries, this paper discusses the strengthening of urban community security service, and puts forward some effective countermeasures to improve the level of urban community public security service.
