【摘要】:近几年,我盟经济发展迅速,面临的社会治安形势日益严峻,治安管理工作还存在薄弱环节。外来人员犯罪所占比例高,且有聚集形成流氓恶势力苗头;犯罪年龄呈现低龄化;偷窃、殴打他人、新型赌博、毒品等案件也明显增多,社会治安形势的严峻性、复杂性和反复性不容低估。如果社会治安环境不稳定,将会对经济发展带来一定的负面影响。因此,建立一套覆盖整个社会面的城市报警与监控系统,通过科技手段严密防控网络是非常必要的,以此提高社会治安防控能力,是行之有效的。 将所有新建和已有的监控点位都接入平台系统,实现整个系统的摄像机资源管理,再综合公安机关已经建成的人口、机动车、指纹等八大资源数据库,集“110、122、119”三台合一接处警系统、视频监控报警系统、GPS卫星定位系统、卡口系统、治安数字化防控体系工程等系统融合对接,整合公安内外信息资源,对于公安机关各警种合成作战具有重大意义。 整个系统基于GIS技术、RS技术、GPS技术、网络通讯技术、集成技术、流媒体转发技术、视频资源共享、视频分析等技术,采用B/S、C/S结构相结合的方式,民警通过B/S浏览器远程读取数据、编辑数据,数据管理员通过C/S客户端管理整合数据,保证系统的使用性和数据的安全性。视频故障检测通过视频分析技术,能及时检测出视频源的无信号、亮度异常、视频模糊、噪声干扰、偏色、波纹等多种视频故障并发出告警;人群聚集智能分析实现对重点部位、重点区域的非正常人群聚集自动报警。在人群聚集的重点区域安装视角宽广的一体化高清激光夜视仪,该夜视仪在光线暗淡时能自动转至夜晚模式,具备较好的夜视效果,并且能设置360度自动巡航模式,实现基本无阻挡的大范围监控。平台结合指挥调度、人口管理、治安管理、刑事侦查、警卫、消防、交管等主要业务领域,实现主要业务信息上图,数据表达全面,形象直观。数据采集模块严格按照公安系统要求采集编码,内容可自定义设定,预留业务系统接入接口,可扩展接入任何授权的公安业务系统,实现各部门共享同一个地图,办理不同业务的需求。数据高度共享,采集形式、格式统一,在应急联动中各部门各警种可充分配合,提高事件处理效率。

Therefore, it is very necessary to establish a set of urban alarm and monitoring systems covering the whole society, and to tighten the network of prevention and control through scientific and technological means, in order to improve the ability of public order prevention and control. Is effective. All newly built and existing monitoring points are connected to the platform system to realize the management of camera resources of the whole system, and then integrate the eight databases of population, motor vehicles, fingerprints and other resources that have been built by the public security organs. "110,122,119" three integrated police systems, video surveillance and alarm system, GPS satellite positioning system, bayonet system, public security digital prevention and control system engineering and other systems are integrated to integrate internal and external public security information resources. It is of great significance to all kinds of police combined operations of public security organs. The whole system is based on GIS technology, GIS technology, network communication technology, integration technology, streaming media forwarding technology, video resource sharing, video analysis and so on. The police remotely read and edit the data through the B / S browser, and the data administrators managed and integrated the data through the C / S client to ensure the usability of the system and the security of the data. The video source can be detected in time without signal, brightness anomaly, video blur, noise interference, color deviation, corrugation and other video faults and send out alarm. Automatic alarm of abnormal crowd gathering in key area. The integrated high-definition laser night vision instrument with wide angle of view is installed in the key area where the crowd gathers. The night-vision instrument can automatically turn to night mode when the light is dim, and has better night vision effect. And can set 360 degree automatic cruising mode to realize the basic unobstructed large-scale monitoring. The platform combines command and dispatch, population management, public security management, criminal investigation, security, fire protection, traffic management and other major business fields. The data acquisition module is strictly in accordance with the requirements of the public security system to collect code, content can be customized set, reserved business system access interface, It can extend access to any authorized public security business system, realize that all departments share the same map, handle the requirements of different business, share data highly, collect the form and format in a unified way, and each department can cooperate fully in the emergency linkage. Improve the efficiency of event handling.
