【摘要】：为适应我国在现代经济和社会条件下实现动态管理和打击犯罪的需要,实现“科技强警”,增强公安系统统一指挥、快速反应、协调作战、打击犯罪的能力,提高公安工作效率和侦察破案水平,公安部门就需要建立一个开放、灵活、高效的综合性信息框架。警务信息系统通过对计算机技术、网络技术等各种技术手段的综合,能够实现行之有效的采集信息、储存分析、管理提取等功能。通过信息系统可以使采集的信息数据资源得到切实的利用,将其应用到警务决策、指挥中去,理论上接近现代化科学警务信息管理的实现。而利用警务综合信息立体作战平台,可以实现警务信息的高度集成,从而辅助公安民警进行案件的研判、案件的串并分析、案件的空间聚类分析等诸多专业性极强的操作,为提高案件侦破率和破案速度提供技术支持。警务综合信息立体作战平台项目是一项综合性、专业性、技术性的活动,同时也是一次高投入、高回报、高风险的投资过程。而且警务综合信息立体作战平台建设项目是社会的需要,是社会的必然。警务综合信息立体作战平台项目的实现必定要求严格的项目管理。项目管理就是把各种知识、技能、手段和技术应用到项目活动中,以达到项目的要求。从以往国内外对项目管理的研究来看,站在企业的角度,尤其是从企业信息系统建设和使用的最终用户的立场出发,将项目管理中信息系统的成本效益分析作为投资决策重要步骤加以探讨的研究相对较少。因此,本文从项目管理的知识体系入手,分析了项目管理的全过程,对项目识别、评价、应对的程序和方法进行了较详尽的阐述,并以潍城公安分局警务综合信息立体作战平台建设项目为研究对象,详细分析和论述了潍城公分局警务综合信息立体作战平台项目建设的各种风险和效益。根据成本分析的观点,本文提出了一个在信息系统投资评估中的应用过程与相关的分析方法和综合评价方法,旨在推进信息系统投资价值评估的执行与深化,从而满足了我国公安部在现代经济和社会条件下实现了动态管理和打击犯罪的需要,实现“科技强警”,并且增强公安系统统一指挥、快速反应、协调作战、打击犯罪的能力,提高公安工作效率和侦察破案水平。
