上海公安社区警务机制的探索与发展研究

【摘要】：当前我国正处于社会转型期，随着改革的深入，新情况不断出现，新矛盾日益凸显，各种因素相互交织在一起，社会治安形势复杂而严峻。公安机关担负着维护社会治安秩序的重任，面对城市社会结构和组织管理方式的巨大变化，传统警务工作正面临新的挑战。社区警务机制是一种全新的警务战略理念和警务工作机制，已经成为警务管理工作的核心之一，也是公共管理中不可或缺的重要一环。上海公安机关根据城市发展特点和公共管理需要，提出建立现代社区警务机制的发展目标，成为了促进上海社会治安管理的突破口，在城市公共管理上具有重要的研究价值。因此，笔者着手开展了这一课题研究。本文是建立在上海社区警务机制实践的基础上，对社区警务机制的发展与创新进行探讨。研究的目的在于总结取得的经验，分析存在的不足，提出建议与对策，为上海社区警务机制进一步发展提出可行性意见。本文采取的是实证研究方法。针对所研究的课题，在已有实践的基础上，运用系统分析法，提出新思路和建议。文章从社区警务机制的历史发展着手，分析社区警务的产生背景、发展现状，阐述其理论基础、核心价值，进一步明晰社区警务的概念。通过分析社区警务机制的历史沿革，梳理出社区警务机制的发展脉络；通过对比中外社区警务机制，总结出国外好的经验给予我国社区警务机制建设的启示。本文的研究重点在上海社区警务机制的实践情况及其发展创新。通过对目前“三警合一”社区警务机制的运行原则、运作形式以及显现特点的分析，总结取得的成效，同时揭示存在的问题和面临的挑战，找出主观上认识偏差以及客观上社会形势变化等原因。在此基础上，根据上海特定环境提出发展与创新的设想，从城市管理、社区管理的宏观到社区民警工作的微观；从社区警务机制的外部环境到公安机关的内部环境，对社区警务机制发展与创新进行深入研究，提出强化警察社会职能、提升社区警务功能定位、加快警务内部体制改革等一系列有针对性的建议与对策。上海社区警务机制作为现代城市综合管理系统中的一个子系统，是提高社区服务保障功能和社区生活质量的一个重要方面。作为现代公共管理框架内的一部分，社区警务机制对于提升上海城市的公共管理水平，创造一个良好的社会治安环境具有重要的作用，将更好地适应于城市公共管理需求，，服务于上海的经济发展。本文在借鉴以往研
[Abstract]:At present, our country is in a period of social transformation. With the deepening of reform, new situations are constantly emerging, new contradictions are becoming increasingly prominent, and various factors are intertwined. The social security situation is complex and severe. The public security organs shoulder the heavy responsibility of maintaining the public order and face the tremendous changes in the urban social structure and the way of organization and management. The traditional policing work is facing new challenges. The community policing mechanism is a new concept of policing strategy and police work mechanism, which has become one of the core of policing management. It is also an indispensable part of public administration. According to the characteristics of urban development and the needs of public administration, the public security organs in Shanghai put forward the development goal of establishing a modern community policing mechanism, which has become a breakthrough in promoting the management of public security in Shanghai. This paper is based on the practice of community policing mechanism in Shanghai. This paper discusses the development and innovation of community policing mechanism. The purpose of the study is to sum up the experience gained, analyze the shortcomings, put forward suggestions and countermeasures, and put forward some feasible suggestions for the further development of community policing mechanism in Shanghai. This paper adopts the empirical research method. Based on the existing practice, the paper puts forward new ideas and suggestions based on the existing practice. The article begins with the historical development of community policing mechanism. This paper analyzes the background and development of community policing, expounds its theoretical basis, core value, and further clarifies the concept of community policing. Through analyzing the historical evolution of community policing mechanism, it sorts out the development context of community policing mechanism. By comparing Chinese and foreign community policing mechanisms, The author summarizes the enlightenment of the good experience of foreign countries to the construction of community policing mechanism in China. This paper focuses on the practice of community policing mechanism in Shanghai and its development and innovation. On the basis of the analysis of operation form and manifestation characteristics, summarizing the achievements, revealing the existing problems and challenges, finding out the subjective understanding deviation and the change of the social situation objectively and so on. According to the specific environment in Shanghai, the author puts forward the idea of development and innovation, from the macro of urban management and community management to the micro-level of community police work, from the external environment of community policing mechanism to the internal environment of public security organs. This paper makes an in-depth study on the development and innovation of community policing mechanism, and puts forward a series of targeted suggestions and countermeasures, such as strengthening the social functions of the police, promoting the functional orientation of community policing, and speeding up the reform of the internal system of policing. As a subsystem of modern urban integrated management system, community policing mechanism in Shanghai is an important aspect to improve the function of community service and the quality of community life. The mechanism of community policing plays an important role in improving the level of public administration in Shanghai and creating a good social security environment, which will better meet the needs of urban public management.
