公安机关能力建设问题研究

【摘要】：公安机关能力建设是一个历久弥新的重大课题。对公安机关以“大练兵”、“苦练基本功”等为载体的“能力建设”活动的实地调研表明,在当前及今后一个时期,为了促进公安机关能力建设活动科学规范地开展,实现预期的目的,必须在转变观念的前提下,重点做好以下几个方面的工作:一是确立科学规范的警察职业能力标准和能力要素的行为标准;二是强化“能力和功绩本位”的人力资源开发和管理机制;三是以现代警务机制改革和创新引领“能力建设”活动;四是建立健全公安机关能力建设的长效机制。
[Abstract]:Capacity building of public security organs is an enduring and important issue. The field investigation of "capacity building" activities carried by public security organs such as "great military training" and "hard training of basic skills" shows that, at present and in a future period, In order to promote the scientific and normative development of the capacity-building activities of public security organs and to achieve the desired purpose, we must change our concepts, We should focus on the following aspects: first, to establish the scientific standard of police professional competence and the standard of conduct of competence elements; second, to strengthen the human resources development and management mechanism based on "ability and merit"; Third, the reform and innovation of modern policing mechanism should lead the activities of "capacity building", and the fourth is to establish and perfect the long-term mechanism of building the capacity of public security organs.
