体育暴力的预防与控制

【摘要】：体育运动是世界各国人民共同享有的物质财富和精神财富,体育运动带给人们力与美的享受,使人们拥有了强健的体魄,同时也增进了各国、各地区人们之间的了解与友谊。在当代人们的生活中体育担任着重要的角色,丰富了人们的精神文化生活,是国家精神文明建设的重要组成部分。但是伴随着体育运动的发展也出现了一些负面的不和谐因素。例如,体育暴力事件、兴奋剂和种族歧视等。而在当今体育暴力更是愈演愈烈,成为竞技体育运动最难以解决的问题之一,如球员之间斗殴、球迷之间的骚乱、球员与球迷之间的争斗、运动员遭枪杀等等。这些事件都是与体育运动倡导的的精神相违背的,增加了社会的不稳定因素,同时也阻碍了体育运动自身的良性发展。为了规范体育行为,打击体育暴力事件,我们不仅要进行理论上的探索,还要从实践出发防范体育暴力事件的再次发生。体育暴力具有隐蔽性、参与人员复杂性等诸多特征；体育暴力不仅包括赛场内运动员与体育观众之间的暴力行为、观众与观众之间的暴力行为；还包括比赛过后运动员与观众、观众与观众之间的暴力行为。体育暴力的产生有众多的原因,不仅包括社会因素、体育因素还包括心理因素和经济因素等。面对日益猖獗的体育暴力问题各国、各组织都采取了积极应对的措施,并取得了显著的成就,英国主要通过立法形式对体育暴力加以规制,欧盟则采用各个国家联合合作的形式,西班牙、阿根廷等国家也根据本国的具体国情采用了抑制体育暴力的方法,这些国家的防控体育暴力的经验对我国规范体育运动有重大的启示；目前我国对体育暴力并没有专门的法律予以规制,体育立法不足没有形成完善的法律系统,体育俱乐部等组织不能发挥防控体育暴力的功能,这些不足之处都是我国无法对体育暴力进行有效的抑制；依据我国的具体国情以及结合各国对体育暴力的防控经验,我国可以采取规范体育运动主体的行为、规范体育大众传媒、建立有关体育法律法规、加强体育管理以及心理引导等方法对体育暴力行为进行规制。
[Abstract]:Sport is the material and spiritual wealth shared by all the peoples of the world. It brings people strength and beauty, gives them a strong body, and at the same time promotes all countries. Understanding and friendship among people in various regions. Sports play an important role in the life of contemporary people and enrich people's spiritual and cultural life. Is an important part of the national spiritual civilization. But with the development of sports, there are some negative factors of disharmony. For example, sports violence, Doping and racial discrimination. Nowadays, sports violence is becoming more and more serious, becoming one of the most difficult problems in competitive sports, such as fighting between players, riots among fans, fighting between players and fans, These events are contrary to the spirit advocated by sports, increase social instability and hinder the healthy development of sports itself. In order to standardize sports behavior and crack down on sports violence, we should not only explore theoretically, but also prevent the recurrence of sports violence from practice. Sports violence has many characteristics such as concealment, complexity of participants and so on. Sports violence includes not only the violence between athletes and sports spectators, but also the violence between spectators and athletes after the competition. There are many reasons for the violence in sports, not only social factors, but also psychological factors and economic factors. Various organizations have taken positive measures to deal with them, and have made remarkable achievements. Britain mainly regulates sports violence by way of legislation, while the European Union adopts the form of joint cooperation between various countries, Spain, Argentina and other countries have also adopted the method of restraining sports violence according to their specific national conditions. The experience of preventing and controlling sports violence in these countries has great enlightenment for our country to regulate sports. At present, there is no special law to regulate the sports violence in our country, the insufficient sports legislation has not formed a perfect legal system, and the sports clubs and other organizations cannot play the function of preventing and controlling sports violence. These deficiencies are that our country can not effectively suppress sports violence, according to the specific conditions of our country and combined with the national experience of prevention and control of sports violence, our country can take the behavior of standardizing the main body of sports. Regulating sports mass media, establishing sports laws and regulations, strengthening sports management and psychological guidance to regulate sports violence.
