社区公共治理中的保安与业主关系问题研究

【摘要】： 随着改革开放的发展和社会主义市场经济体制的建立和完善，中国城市社会出现了诸如社会结构急剧变革、单位制解体、城市流动人口增加等巨大变化，城市社区建设开始萌芽，随着社区的发展，社区工作范围、内容、任务不断扩大和增多，诸多的城市社区治理问题也相伴产生。社区公共治理中保安与业主的关系问题就像一面镜子一样映照出了社区治理中存在的缺憾。在城市社区中，仍然没有一个高效的组织体系，社区治理的各个主体之间缺乏沟通，缺乏合作，相互协调不畅。当社区中的保安和业产生矛盾纠纷时，很难实现各组织之间的资源共享、协调合作，不仅导致社区关系不和谐，也严重影响和制约社区的顺利发展。本文以武汉市常青花园和同安家园为个案，结合治理理论、新公共管理理论、公民参与理论的相关思想，为我国社区治理中保安与业主关系的调整提供可供借鉴的理论参考。在国内外专家学者研究社区治理的理论基础上，在调查武汉市新老两个社区的实践基础上，围绕着社区治理中的保安和业主关系问题展开实地调研，介绍了目前社区公共治理现状，析清调整城市社区治理中保安与业主关系的困境，基于我国社区治理现状，探索和谐保安与业主关系的路径选择。着重强调其间由政府主导的多中心治理体系的格局的建构，为和谐社区的建设提供一个良好的平台。社区是社会的细胞，社区和谐是社会和谐的基础。因此，在构建一个政治、经济、文化和谐发展的社会主义社会进程中，应高度重视和谐社区建设，把协调社区关系，促进社区和谐作为建设社会主义和谐社会的重要切入点。本文的创新主要有三点：其一是论文选题的创新。目前理论界还没有学者从保安与业主关系这一微观视角去探讨社区治理的深层次问题。笔者以小问题作文章，探究现阶段社区治理中存在的问题；其二是研究工具的创新。本文以公共治理理论为研究工具，从公共治理主体多元化的视角，，建议社区各组织携手共建，协同解决现阶段我国社区治理中保安与业主关系问题的困境；其三是研究方法创新。本文采用实证研究和比较研究的方式，以武汉市常青花园和同安家园为实证研究对象，通过比较两个处于不同发展阶段社区的现状，寻找调适社区治理中保安与业主关系的普适性路径。
[Abstract]:With the development of reform and opening up and the establishment and perfection of the socialist market economy system, great changes have occurred in Chinese urban society, such as the drastic changes in social structure, the disintegration of the unit system, the increase of the floating population in cities, and so on. Urban community construction has begun to sprout. With the development of the community, the scope, content and tasks of community work are expanding and increasing. The relationship between security and owners in community public governance is like a mirror to reflect the shortcomings of community governance. In urban communities, the relationship between security and owners is just like a mirror. There is still no efficient organization system, there is a lack of communication, cooperation and coordination among the various subjects of community governance. When there are contradictions and disputes between the security and industry in the community, it is very difficult to realize the sharing of resources among the organizations. Coordination and cooperation not only lead to disharmony in community relations, but also seriously affect and restrict the smooth development of the community. The related ideas of citizen participation theory can be used for reference in the adjustment of the relationship between security and owners in community governance in our country, and on the basis of the theory of community governance studied by experts and scholars at home and abroad, On the basis of investigating the practice of the two new and old communities in Wuhan, this paper carries out a field investigation around the relationship between security and owners in community governance, and introduces the present situation of community public governance. Based on the current situation of community governance in our country, this paper explores the path choice of harmonious relationship between security guard and owner, and emphasizes the construction of multi-center governance system, which is dominated by the government. To provide a good platform for the construction of a harmonious community. The community is the cell of the society, and the harmony of the community is the foundation of social harmony. Therefore, in the process of building a socialist society with harmonious development of politics, economy and culture, We should attach great importance to the construction of harmonious community, take the coordination of community relations and promote community harmony as the important entry point for building a harmonious socialist society. There are three main points in the innovation of this paper: one is the innovation of the selected topic of the thesis. At present, there are no scholars in the theoretical circle to discuss the deep problems of community governance from the microcosmic perspective of the relationship between the security and the owner. The second is the innovation of research tools. This paper takes the theory of public governance as the research tool, from the perspective of diversification of the main body of public governance, suggests that the community organizations work together to build, The third is the innovation of research methods. This paper takes Changqing Garden and Tongan Home in Wuhan City as the object of empirical research and comparative study. By comparing the current situation of two communities at different stages of development, this paper tries to find a universal path to adjust the relationship between security and owners in community governance.
