【摘要】： 在当今世界多极化,经济全球化,社会信息化的形势下,和平、发展、合作是不可阻挡的时代潮流,和平、发展、合作已成为新时期中国外交高举的三面旗帜。新世纪最初七年来,世界形势继续发生错综复杂的深刻变化,世界多极化与经济全球化在曲折中深入发展,科技突飞猛进,人类社会前进的步伐加快,新情况、新矛盾层出不穷。维护世界和平,促进共同发展,加强国际合作是各国人民的共同使命。面对不断上升的跨国犯罪和国际犯罪活动,仅仅依靠各个国家的司法机关独立实施管辖,已远远不能适应同这类犯罪作斗争的需要。近十几年的事实表明,如果各国仅仅依靠自己独立地行使犯罪管辖,就可能在管辖空间上出现空隙和漏洞,导致某些犯罪分子不能得到应有的惩罚。因此,为了更有效地同跨国犯罪和国际犯罪活动作斗争,各国司法机关必须开展国际合作,即管辖合作,建立侦察协作机制,无论是本国公民犯罪,还是外国人犯罪,终究都逃脱不了法律的制裁。本文之所以研究中国国际警务合作:问题与对策,目的是在总结我国参与国际警务合作的经验基础上找准问题,提出使我国同其他国家一道进一步开展国际警务合作,打击跨国犯罪、国际有组织犯罪及国际恐怖主义,为保障我国的和平发展和世界的和平发展做出更大国际贡献。
[Abstract]:In today's world of multipolarization, economic globalization, and social informatization, peace, development and cooperation are irresistible trends of the times, peace and development. Cooperation has become the three banners held high in China's diplomacy in the new period. In the first seven years of the new century, the world situation has continued to undergo complex and profound changes, and the multipolarization and economic globalization of the world have developed deeply in twists and turns, and science and technology have advanced by leaps and bounds. It is the common mission of the people of all countries to maintain world peace, promote common development and strengthen international cooperation. In the face of rising transnational crime and international criminal activities, Relying solely on the judicial organs of each country to exercise jurisdiction independently is far from meeting the need to combat such crimes. The facts of the last decade or so have shown that if each country exercises its jurisdiction independently of its own, Thus, in order to combat transnational crime and international criminal activities more effectively, international cooperation between the judicial organs of States is essential, which may result in gaps and loopholes in the space of jurisdiction that lead to the failure of certain criminals to be punished with due diligence... in order to combat transnational crime and international criminal activities more effectively, That is, jurisdiction and cooperation, the establishment of a mechanism for investigation and coordination, no matter whether it is a crime committed by a citizen or a foreigner, will ultimately not escape the sanction of the law. This paper studies China's international police cooperation: problems and countermeasures. The aim is to identify problems on the basis of summing up our experience in international police cooperation and to propose further international police cooperation with other countries to combat transnational crime, international organized crime and international terrorism, To ensure the peaceful development of our country and the peaceful development of the world to make greater international contributions.
