网络群体性事件中的政府角色定位

【摘要】：随着互联网的普及,网络群体性事件在世界各地都时有发生。但是,只有在中国,网络群体性事件才具有如此大的影响力,每一次事件的发生都会牵动整个社会的神经,引起上至国家领导人下至平民百姓的高度关注。改革开放以来,中国同时进行3项大转型:从计划经济转型为市场经济;从农业社会转型为工业社会;从封闭社会转型为开放社会。国家在取得巨大成就的同时,也积累了各种各样的矛盾。这些矛盾犹如一个个隐藏的炸弹,令政府在改革的道路上越来越谨慎与保守,生怕百年来的强国梦想再次出现波折。因此,奉行全能主义的政府始终担心“一放就乱”的问题,对网络内容的监管越抓越紧,在网络群体性事件中也屡屡出现角色错位的现象。而富裕起来的民众则要求政府早日实现转型来更好的保障自身的合法权益。现实与理想的差距导致民众产生失望与不满,从而给更多的网络群体性事件积聚能量。面对这样的现实,需要政府重新进行角色定位,通过向社会所期待的方向转变来化解网络群体性事件带来的危机。本文主要运用全能主义理论、社会角色理论、政治文化理论、政策学习过程理论,研究政府角色定位与网络群体性事件之间的关联性,结合中国社会转型时期网络群体性事件的特殊性,考察政府在网络群体性事件中出现的偏离社会期待的角色错位的问题,分析政府角色错位的原因,并以此为基础思考如何进行政府的角色调整。
[Abstract]:With the popularity of the Internet, network mass events occur all over the world.However, only in China, network group events have such great influence, each incident will affect the nerve of the whole society, and cause the national leaders to pay close attention to the ordinary people.Since the reform and opening up, China has carried out three major transformations simultaneously: from planned economy to market economy, from agricultural society to industrial society, from closed society to open society.While the country has made great achievements, it has also accumulated various contradictions.These contradictions, like hidden bombs, have made the government more cautious and conservative on the road to reform, lest the dreams of the century-old powerful nation turn again.Therefore, the omnipotent government is always worried about the problem of "disorderly as soon as possible", and the supervision of network content becomes more and more tight, and the phenomenon of role dislocation frequently appears in the network mass incidents.Rich people are demanding early transition to better protect their legitimate rights and interests.The gap between reality and ideal leads to disappointment and dissatisfaction, which accumulates energy for more network mass events.In the face of this reality, the government needs to reposition its role and resolve the crisis caused by the network mass events by changing to the direction that the society expects.This paper mainly uses the theory of omnipotism, the theory of social role, the theory of political culture, the theory of policy learning process, to study the relationship between the role orientation of government and network mass events.Combined with the particularity of the network group events in the period of social transformation in China, this paper investigates the problem of the deviation of the role of the government from the expected role of the society, and analyzes the reasons for the dislocation of the role of the government.And on this basis to think about how to adjust the role of the government.
