天津市区域经济发展与犯罪防控的研究

【摘要】：天津市是我国四大直辖市之一,随着“环渤海经济区”与“珠三角”和“长三角”地区并列成为推动我国经济增长的三大引擎,天津市作为“环渤海经济区”的核心城市被国家定位为中国北方经济中心,天津滨海新区纳入国家发展战略。天津市发展区域经济将着力构建京津冀、环渤海、东部沿海、三北腹地四大合作圈,加强彼此合作,发挥滨海新区区域发展的引擎带动作用。中国正处于新中国建国后的第三次犯罪高发期,犯罪问题影响了社会的和谐稳定,对国民经济,特别是区域经济的发展产生了阻碍和遏制。本课题以案例分析的方法,以区域经济发展理论和犯罪学的相关理论为指导,具体研究天津市在区域经济发展过程中犯罪范畴的消极因素产生的原因。在总结天津市社会犯罪特征的基础上,提出天津市区域经济发展过程中对犯罪“防”和“控”的可操作性对策,即:以社区治理,社区防控和人民调解为基本思路的化解社会矛盾,改善社会环境,进行犯罪防控的方法;建立城市治安专用视频监控网络对违法犯罪进行技术防控的措施;加强刑事科学技术工作,提高刑事案件现场勘验质量和水平,增强打击犯罪的科技手段。为天津市的区域经济发展创造良好的社会治安环境,促进天津区域经济的顺利发展并发挥区域发展的带动作用,同时促进天津市社会、政治、人文的整体健康发展。
[Abstract]:Tianjin is one of the four municipalities directly under the Central Government of China. With the "Bohai Rim Economic Zone" and the "Pearl River Delta" and "Yangtze River Delta" regions juxtaposing, Tianjin has become the three major engines of economic growth in China.As the core city of "Bohai Sea Rim Economic Zone", Tianjin is regarded as the economic center of northern China, and Tianjin Binhai New area is brought into the national development strategy.The development of regional economy in Tianjin will focus on the construction of four cooperation circles, namely, Beijing-Tianjin-Hebei, the Bohai Sea, the eastern coast, and the three northern hinterlands, to strengthen the cooperation between each other and give play to the driving role of the regional development of Binhai New area.China is in the third period of high incidence of crime after the founding of the people's Republic of China. The problem of crime has affected the social harmony and stability and hindered and restrained the development of the national economy, especially the regional economy.Under the guidance of the theory of regional economic development and the relevant theories of criminology, this paper studies the causes of the negative factors of crime category in the process of regional economic development in Tianjin.On the basis of summing up the characteristics of social crime in Tianjin, this paper puts forward the operable countermeasures of preventing and controlling crime in the process of regional economic development in Tianjin, that is, to manage the crime by community.Community prevention and control and people's mediation as the basic ideas to resolve social contradictions, improve the social environment, crime prevention and control methods, the establishment of urban public security special video surveillance network for the technical prevention and control of crime measures;Strengthen the work of criminal science and technology, improve the quality and level of on-the-spot investigation of criminal cases, and strengthen the scientific and technological means to crack down on crime.To create a good social security environment for the development of Tianjin's regional economy, to promote the smooth development of Tianjin's regional economy and to play a leading role in regional development, and at the same time to promote the overall healthy development of Tianjin's society, politics and humanities.
