治安承包管理模式的理论依据与实践

【摘要】：治安承包这种社会化、市场化的管理模式逐渐兴起 ,探索其理论依据 ,对完善治安承包模式有着重要的意义。当前的治安承包主要有二种 ,一为治安防范承包 ,二为治安管理承包。对治安防范承包 ,公安机关不要直接参与 ,应把它看作是公民自我防范的一种重要形式 ,在治安防范承包之外 ,公安机关还要对承包区域进行治安防范 ;对治安管理承包 ,公安机关应作为发包方之一 ,对承包人进行监督管理 ,防止管理权力的滥用 ,并把它看成是提高公共治安供给效率的一种尝试
[Abstract]:The socialized and market-oriented management mode of public security contracting is rising gradually. It is of great significance to perfect the public security contract mode by exploring its theoretical basis.There are two kinds of public security contract, one is security guard contract, the other is public security management contract.The public security organ should not take part in the contract of public security prevention directly, but should regard it as an important form of citizen's self-defense. In addition to the contract for public security prevention, the public security organ should take precautions against the public security in the contracted area.For the public security management contract, the public security organ should, as one of the contracting parties, supervise and manage the contractor to prevent the abuse of management power, and regard it as an attempt to improve the efficiency of public security supply.
