社区治安防控战略研究

【摘要】： 中国目前社会治安问题十分突出,已经严重威胁到了人民的安全与社会稳定,影响到了中国特色社会主义现代化建设进程。究其原因,随着中国经济体制改革丌展与深入,中国社会由传统社会向现代社会转型,由农业社会向工业社会转型,在社会经济发展的同时,贫富差距进一步拉大,人民内部矛盾加剧,社会问题丛生,社会治安形势恶化。面对快速社会转型时期同益突出的社会治安问题,学术界和实践工作者依据中央确立的社会治安综合治理基本方针,借鉴国外的先进理念和成功经验,尤其是社区警务实践,提出了不少社区治安防范对策。社会治安问题的解决转向利:区决不足偶然的。社区是社会的组织细胞,是社会发展和稳定的基础,社区建设有着丰富的内容和重要的社会整合功能,社区治安的治理是整个社会治安治理的前提与基础。社区被认为是二十一世纪治安防控的基地。在此基础上,笔者提出了社区治安防控战略。本文共四章,其主要内容分述如下: 第一章着重阐述了中国社会转型与中国社会治安形势的关系。本章首先介绍了中国社会转型的含义和内容。其次分析了中国社会转型期社会矛盾的增多,制度的短缺等情况对社会治安形势的严重影响,得出中国社会治安形势恶化是社会转型代价的结论。第二章提出了社区治安防控战略。本章首先阐述社区治安防控战略的含义、目标与方针。其次指出了社区治安防控战略提出的依据,其中包括现实基础和相关理论。最后明确社区治安防控战略是社会治安综合治理的具体化。第三章阐述了西方社区警务思想。本章首选介绍了社区警务思想的核心思想和理念。其次介绍了社区警务基本特征和西方国家在实施社区警务时的一些具体措施,以供参考借鉴。第四章提出了社区治安防控体系建设。首先本章在综合考虑社区治安防控主体、手段和客体的基础上,构建了社区治安防控体系立体模式,由“点”、“线”、“面”、“体”四个部分组成。其次指出社区治安防控体系所应当具有的特点。最后,明确了社区治安防控体系的运作方式,保证社区治安防控体系的功能的实现。
[Abstract]:At present, the problem of social security in China is very prominent, which has seriously threatened the security and social stability of the people and affected the modernization process of socialism with Chinese characteristics.The reason is that with the development and deepening of China's economic system reform, the Chinese society has transformed from the traditional society to the modern society and from the agricultural society to the industrial society. At the same time, the gap between the rich and the poor has widened while the social economy is developing.Contradictions among the people intensified, social problems abounded, and the social security situation deteriorated.In the face of the outstanding social security problems in the period of rapid social transformation, the academic circles and practitioners draw lessons from the advanced concepts and successful experiences of foreign countries, especially the practice of community policing, according to the basic policy of comprehensive management of social security established by the Central Committee.Put forward a lot of community security prevention countermeasures.The solution to the problem of public order turns to advantage: the district is by no means accidental.Community is the organizational cell of society and the foundation of social development and stability. Community construction has rich content and important function of social integration. The governance of community public security is the premise and foundation of the whole social security governance.The community is considered a base for security control in the 21 th century.On this basis, the author put forward the community security prevention and control strategy.There are four chapters in this paper, the main contents are as follows:The first chapter focuses on the relationship between China's social transformation and China's social security situation.This chapter first introduces the meaning and content of Chinese social transformation.Secondly, it analyzes the serious influence of the increasing of social contradictions and the shortage of system on the social security situation, and draws the conclusion that the deterioration of China's social security situation is the cost of social transformation.The second chapter puts forward the community security prevention and control strategy.This chapter first elaborates the community security prevention and control strategy's meaning, the goal and the policy.Secondly, the paper points out the basis of community security prevention and control strategy, including realistic basis and relevant theory.Finally, it is clear that community security prevention and control strategy is the embodiment of comprehensive management of social security.The third chapter elaborates the western community policing thought.This chapter first introduces the core ideas and ideas of community policing.Secondly, it introduces the basic characteristics of community policing and some concrete measures in western countries.The fourth chapter puts forward the construction of community security prevention and control system.Firstly, on the basis of synthetically considering the subject, means and object of community security prevention and control, this chapter constructs a three-dimensional model of community security prevention and control system, which consists of four parts: "point", "line", "face" and "body".Secondly, it points out the characteristics of community security prevention and control system.Finally, the operation mode of community security prevention and control system is clarified to ensure the realization of community security prevention and control system.
