武警部队参与群体性事件处置研究

【摘要】：群体性事件是一个值得执政党高度重视、全社会共同关注、理论界深入研究、政府及其相关部门着力预防和严格依法处置的问题。群体性事件的理论研究如果持续滞后于现实,必将导致法律和政策上的举棋不定,影响对群体性事件的预防和处置,从而影响国家长治久安和党的稳定执政,推迟和谐社会的构建步伐。而武警部队作为维护国家和社会安全稳定的重要力量和国家应急管理体系的重要组成部分,理论上处于群体性事件处置的最后一环和最关键一环,其对群体性事件处置水平的差异将很大程度上决定处置结果的成功与否。因此本文从武警部队参与群体性事件处置角度出发,阐明武警部队的职责使命,把握群体性事件发生的规律、特点,捋清武警部队与群体性事件处置的内在联系,分析武警部队在群体性事件处置过程中存在的若干问题,进而提出一些具有可操作性的对策方法加以解决。既为武警部队更好地履行职能使命提供理论牵引,同时也为完善国家应急管理机制建设提供参考。
[Abstract]:Group incident is a problem that the ruling party should attach great importance to, the whole society should pay attention to, the theoretical circle should study deeply, the government and its related departments should pay attention to prevent and deal with the problem strictly according to law.If the theoretical study of mass incidents continues to lag behind the reality, it will inevitably lead to uncertainty in law and policy, affect the prevention and treatment of mass incidents, and thus affect the long-term stability of the country and the stable governance of the Party.To delay the construction of a harmonious society.As an important force to maintain national and social security and stability and an important part of the national emergency management system, the Armed Police Force is theoretically in the final and most critical link in the handling of mass incidents.The difference in the handling level of group events will largely determine the success of the disposal results.Therefore, from the point of view of the armed police force participating in the handling of mass incidents, this paper expounds the duty and mission of the armed police force, grasps the law and characteristics of the occurrence of the group incident, and smoothes the internal relationship between the armed police force and the handling of the group incident.This paper analyzes on some problems existing in the process of handling mass incidents in the armed police force, and puts forward some operable countermeasures to solve them.It not only provides the theoretical traction for the Armed Police Force to perform its functional mission better, but also provides a reference for improving the construction of the national emergency management mechanism.
