论警察激励机制的设计与完善

【摘要】:美国哈佛大学心理学教授威廉.詹姆士通过调查发现:职工在以时计算报酬的情况下,如果没有被激励,其能力的发挥仅仅为20%-30%;但如果受到有效的激励,得到充分调动其工作积极性,可以发挥出其80%-90%的能力,或是更高。实践同样证明,组织依据具体情况,选择合乎规律的激励理论与模式,才能取得良好的激励效果,提升组织绩效。 激励在心理学上是一种持续地激发个体动机的心理过程。借助激励,通过某一种内部或者是外部刺激,使人始终处于兴奋的状态之中。心理学与经济学关于激励的两类激励理论,为我们进行组织激励工作的研究与实践提供了丰富的理论基础。 警察的工作性质特殊,任务艰巨,内容复杂,需要每个警察人员进行积极地创造性工作,而这种积极性、创造性工作的动力离不开有效的激励。然而,现行的警察激励制度措施存在诸多不足,例如奖金的激励作用不大,考核结果并不能真实反映出警察人员的工作情况,,主要依靠普升这一激励方式,等等,激励效果不明显。 利用激励相关理论,结合警察激励工作的现实情况,为警察激励构建适当的激励机制,包括激励机制设计原则,主要激励制度措施,措施的实施与监督反馈环节的设计。制度的改革总是需要比较长的时期,而当前对警察激励的改善相当迫切,针对这一矛盾,提出了完善现行警察激励制度的对策的过渡计策。 本文基本框架结构分为四大部分:第一部分为基本理论范畴概述,该部分对心理学与经济学两大类别激励理论进行了介绍分析,以作为文章的理论基础。第二部分是对现行激励机制的分析与评价,主要分析现行警察激励的主要制度措施,存在的问题及原因。第三部分在前文的理论与现实的基础之上,提出了警察激励机制的建构设想,包括设计原则,主要制度设计,具体的激励措施与方法,监督与反馈环节。第四部分提出完善现行警察激励机制的对策。
[Abstract]:William William, Professor of Psychology, Harvard University, USA.James found through the survey that if an employee is not motivated by time, if he is not motivated, his ability is only 20 to 30. But if he is effectively encouraged and fully motivated to work, he can give play to 80 to 90 percent of his ability.Or higher.The practice also proves that according to the specific situation, the organization can obtain good incentive effect and improve the organizational performance by choosing the regular incentive theory and model.Motivation is a psychological process that continuously stimulates individual motivation in psychology.Through an internal or external stimulus, the person is always in a state of excitement.There are two kinds of motivation theories in psychology and economics, which provide a rich theoretical basis for the research and practice of organizational motivation.The nature of the police work is special, the task is arduous and the content is complex, which requires every police personnel to work actively and creatively, and the motivation of this kind of enthusiasm and creative work can not be separated from the effective encouragement.However, the current police incentive system has many shortcomings, such as the incentive effect of the bonus is not enough, the assessment results can not truly reflect the work of police personnel, mainly rely on the promotion of this incentive, and so on.The incentive effect is not obvious.Based on the theory of motivation and the actual situation of police incentive work, this paper constructs an appropriate incentive mechanism for police incentive, including the design principle of incentive mechanism, the main incentive system measures, the implementation of measures and the design of supervisory feedback link.The reform of the system always needs a long period, but the improvement of the police incentive is very urgent at present. In view of this contradiction, this paper puts forward the transitional tactics to perfect the current police incentive system.The basic frame structure of this paper is divided into four parts: the first part is an overview of the basic theoretical category. This part introduces and analyzes the two major categories of motivation theory of psychology and economics as the theoretical basis of the article.The second part is the analysis and evaluation of the current incentive mechanism, mainly analyzes the main measures of the current police incentive system, existing problems and reasons.In the third part, on the basis of the above theory and reality, the author puts forward the conception of the police incentive mechanism, including the design principle, the main system design, the concrete incentive measure and method, the supervision and feedback link.The fourth part puts forward the countermeasure of perfecting the current police incentive mechanism.
