预防青少年违法犯罪工作核心指标体系研究——以上海市为例

【摘要】：借鉴国外经验,立足本国国情和上海市情,针对青少年违法犯罪预防工作的特殊性,本文就如何建立预防青少年违法犯罪工作核心指标提出如下建议:(1)青少年的年龄段应当统一和明确,可把青少年界定为已满14周岁不满25周岁的人群。(2)以公安机关查获青少年犯罪嫌疑人数据为基础,在预防青少年违法犯罪工作中,将青少年涉罪率作为核心指标,青少年犯罪率作为参照指标。(3)以核心指标为基础,建立青少年犯罪定类监测指标体系。(4)制定青少年犯罪数据采集的统一标准和要求,重视和完善各部门的数据收集与统计制度,并建立和完善公检法司、人口办、青保办、劳动部门等各相关部门有关青少年数据的共享平台。
[Abstract]:Referring to foreign experience, based on the national conditions of the country and Shanghai city situation, aiming at the particularity of juvenile delinquency prevention work, this paper puts forward the following suggestions on how to establish the core indicators of juvenile delinquency work: (1) the age section of young people should be unified and clear, and can be defined as a crowd of 14 years old and 25 years old. 2) on the basis of obtaining the data of juvenile suspects in the public security organs, in the prevention of juvenile delinquency, the juvenile crime rate is taken as the core index and the juvenile delinquency rate is taken as the reference index. (3) based on the core index, the monitoring index system of juvenile delinquency is established. (4) the unification of juvenile delinquency data collection is formulated. Standards and requirements, pay attention to and improve the data collection and statistics system of various departments, and establish and improve the sharing platform of the relevant departments of public inspection law, population office, youth insurance office, labor department and other relevant departments.
