城镇化进程中的户籍政策变革

【摘要】： 城镇化是人类社会经济发展的必然趋势,是一个国家和地区经济和社会发展水平高低的重要标志。当前,加速我国城镇化进程和统筹城乡发展是我国的一项重要发展战略。城镇化发展快慢的一个基本指标就是城镇人口占全社会人口比重的不断提高,而我国现行的户籍制度却在相当长的一段时期内严格限制乡城人口的自由迁移和流动。户籍制度作为一种复杂的社会体制,它关系着国家和社会、国家和个人、城市和乡村之间的权利和利益。在经济转轨和社会转型过程中,已有的某些经济与社会制度正经历着急剧变迁,迫切需要加以改变。当前,我国城镇化进程正进入一个新的阶段,鉴于我国当前的户籍制度对于乡村人口迁入城镇的直接控制作用和被认为是我国加速城镇化进程的首要障碍。正基于此,笔者决定把我国城镇化进程中户籍政策的变革作为研究课题,力图通过对我国户籍制度与城镇化政策历史与现实的比较研究分析,探讨二者之间相互影响相互制约的关系,在此基础上通过深入分析了江苏省户籍政策改革过程中出现的问题,提出了一些改革我国现行户籍制度的建议。
[Abstract]:Urbanization is the inevitable trend of the economic development of human society and an important symbol of the level of economic and social development of a country and a region. At present, accelerating the process of urbanization and coordinating urban and rural development is an important development strategy of our country. One of the basic indicators of the rapid development of urbanization is the increasing proportion of urban population in the whole society, but the current household registration system in China has strictly restricted the free migration and flow of rural population in a long period of time. As a complicated social system, the household registration system relates to the rights and interests of the state and society, the state and the individual, the city and the countryside. In the process of economic transition and social transformation, some economic and social systems are undergoing rapid changes, which urgently need to be changed. At present, the process of urbanization in China is entering a new stage. In view of the direct control effect of the current household registration system on the migration of rural population into cities and towns, it is considered as the primary obstacle to accelerate the process of urbanization in China. Based on this, the author decided to make the reform of household registration policy in the process of urbanization in China as a research topic, trying to make a comparative study and analysis of the history and reality of the household registration system and urbanization policy in China. Based on the analysis of the problems in the reform of household registration policy in Jiangsu Province, the author puts forward some suggestions for the reform of the current household registration system in China.
