【摘要】： 文章对治安防控体系建设的概念、意义、基本特征和功能作了详细阐述，并用个案分析的方法，以泰安市为例，总结回顾了公安机关治安防控建设的基本成效和存在的主要问题，特别结合作者本人长期从事公安工作的实践，重点介绍了泰安市实行治安防范承包责任制的做法。文章从理论分析入手，提出要顺应动态治安形势的发展变化，实现社会长治久安，必须构筑打防控一体化的社会治安防控体系。包括：总结回顾严打实践，正确处理打防辩证关系；从经济分析、社会性分析、社会转型和社会政策的视角研究探讨社会治安防范的重要性；动态环境下严峻治安形势的挑战要求公安机关必须把防控体系建设作为战略选择。社会治安社会治。治安防控体系建设是一项复杂的社会工程，离不开各级党委、政府的坚强领导和支持，离不开社会各界和广大人民群众的广泛参与，公安机关更要发挥主力军作用。这就要求公安机关在实施治安防控体系建设的过程中，必须突出整体作战、快速反应和防范工作社会化三个重点，，必须解决好警力资源的有效利用等关键问题，必须按照规范化、法制化、深化改革的思路，建立健全一套行之有效的工作运行机制。在文章的最后部分，提出了治安防控体系建设的基本思路：依靠党政，专群结合，以打开路，以管促防，以人为本，打防并举，严密网络，确保稳定。并提出了以快速反应、治安巡逻、查缉堵控、区域联防、情报信息五大网络为核心的治安防控体系建设的新模式。
[Abstract]:This paper expounds the concept, significance, basic characteristics and functions of the construction of public security prevention and control system in detail, and takes Tai'an City as an example. This paper summarizes and reviews the basic achievements and main problems in the construction of public security prevention and control in public security organs, especially in combination with the author's practice of engaging in public security work for a long time, and emphatically introduces the practice of carrying out the public security prevention and control contract responsibility system in Taian City. Based on the theoretical analysis, the paper points out that in order to adapt to the development and change of the dynamic public security situation and realize the long-term stability of the society, it is necessary to construct the social security prevention and control system which is integrated with the attack, prevention and control. It includes: summing up and reviewing the practice of striking hard, correctly handling the dialectical relation of striking and preventing, discussing the importance of social security prevention from the perspective of economic analysis, social analysis, social transformation and social policy; The challenge of the severe public security situation in the dynamic environment requires the public security organs to take the construction of the prevention and control system as the strategic choice. Social order and social governance. The construction of public security prevention and control system is a complicated social project, which can not be separated from the strong leadership and support of party committees and governments at all levels, the extensive participation of all sectors of society and the broad masses of the people, and the role of the public security organs as the main force. This requires the public security organs, in the process of implementing the public security prevention and control system, to highlight the three key points of overall combat, rapid response and socialization of prevention work, and must solve the key problems such as the effective use of police resources. It is necessary to establish and perfect a set of effective working mechanism according to the ideas of standardization, legalization and deepening reform. In the last part of the article, the author puts forward the basic idea of the construction of the public security prevention and control system: relying on the combination of the party and the government, the combination of the special and the masses, opening the road, managing and promoting defense, putting people first, fighting and defending simultaneously, strict network, ensuring stability. The paper also puts forward a new model of security prevention and control system, which is based on five networks: quick response, public security patrol, checking and blocking control, regional joint defense and information information.
