六西格玛管理在公安工作中的应用研究

【摘要】： 公安机关作为我国政府部门的重要组成部分,在全球“新公共管理”运动和我国政府体制改革的影响下悄然发生着变革。工商企业的成功管理方式、手段引入不断运用到公共部门之中,本文就是将商业管理中的六西格玛管理理念引入到公安部门中,尝试着运用这种管理方法来评估、改进当前公安工作绩效。文章以山东省济宁市中区公安局为例,首先运用SWOT分析法对当前公安工作面临的优势、劣势、机会、威胁进行了战略分析,并提出了主要工作目标,为实施六西格玛工作改进做好了准备;然后,本文构建了公安机关六西格玛管理模式和方法,运用层次分析法和模糊综合评价法评判出社会公众对当前公安工作的满意度,并采用四象限图辨别出工作中存在的弱项,以此作为六西格玛项目改进方向;接着,分析了该弱项方面的社会公众需求,选取了其中的关键质量特性为六西格玛改进项目,运用DMAIC流程对项目进行了定义、测量、分析、改进、控制,并从中大胆提出了构建城市应急指挥中心系统的设想;最后,通过对该六西格玛项目进行模糊综合评价,评判了项目改进的效果是成功的。
[Abstract]:As an important part of Chinese government departments, public security organs are quietly changing under the influence of the global movement of "new public management" and the reform of our government system. The successful management methods and means of business enterprises are continuously applied to the public sector. This paper introduces the six Sigma management concept of business management into the public security department, and tries to use this management method to evaluate. Improve the current performance of public security work. Taking the Central District Public Security Bureau of Jining City, Shandong Province as an example, the paper first analyzes the strengths, weaknesses, opportunities and threats faced by the current public security work by using the SWOT analysis method, and puts forward the main work objectives. Then, this paper constructs the six Sigma management model and method of the public security organs, and evaluates the public satisfaction with the current public security work by using the analytic hierarchy process and the fuzzy comprehensive evaluation method. And use the four-quadrant diagram to identify the weakness in the work, as the improvement direction of the six Sigma project, and then analyze the social public demand of the weakness, and select the key quality characteristic of the six Sigma improvement project. The DMAIC process is used to define, measure, analyze, improve and control the project, from which the idea of constructing the city emergency command center system is put forward boldly. Finally, the fuzzy comprehensive evaluation of the six Sigma project is carried out. The effect of project improvement is judged to be successful.
