地方政府应对环境群体性事件机制研究

【摘要】：我国已步入了一个环境风险社会,环境群体性事件以30%的速度逐年上升，引发地方政府管理危机，成为了一个重大的政治问题。同时，目前我国理论界对地方政府如何应对环境群体性事件的理论研究比较薄弱，并且多为宏观性研究，急需在微观上作出理论突破。基于此，本文对如何建立一套具可操作性地方政府应对环境群体性事件机制作出了深入的研究。本文借鉴公共危机管理理论和环境行政管理理论等理论，紧紧围绕如何建立地方政府应对环境群体性事件机制这一核心问题展开研究，本论文研究的主要内容：第一，在导论中提出了主要的研究内容，构建了地方政府应对环境群体性事件机制模型图。第二，，我国地方政府应对环境群体性事件的现状。地方政府在应对环境群体性事件时，虽然取得了成效，但也存在许多问题，如缺乏预防机制，在控制处理过程中缺乏与民众和媒体沟通、对环境群体性事件缺乏识别和判断等等，本文对此作出了进一步原因分析，提出了建立地方政府应对环境群体性事件预防机制、控制处理机制和善后处理机制作为解决方案。第三，建立地方政府应对环境群体性事件预防机制。建立地方政府应对环境群体性事件预防机制非常重要，往往能在根源上消除环境群体性事件；而预防机制在运行时要遵循及时回应、权责相称等六大原则；依据预防机制模型建好预防机制。第四，建立地方政府应对环境群体性事件控制处理机制。建立控制处理机制是一种及时应对机制，应当遵循以人为本、时间第一和协调配合等五大原则，建立控制处理机制，在控制处理过程中要注重策略与方法。最后，建立地方政府应对环境群体性事件善后处置机制。善后处置机制能消除环境群体性事件反复发生，在善后处置时要遵循诚实守信、人文关怀、客观真实和公平公正原则；依据善后处置机制建立好安抚、调查反馈、惩治和评价总结四个子机制,力求构建一套操作性强的地方政府应对环境群体性事件机制，从而使地方政府有效的应对环境群体性事件。
[Abstract]:Our country has stepped into an environmental risk society. The environmental group events have increased by 30% year by year, which has caused the crisis of local government management and become a major political problem. At the same time, the theoretical research on how to deal with environmental group events by local governments in our country is relatively weak, and most of them are macro research, so it is urgent to make a theoretical breakthrough on the micro level. Based on this, this paper makes a deep research on how to establish a set of operable local government should environmental group event mechanism. Based on the theories of public crisis management and environmental administration, this paper focuses on the core problem of how to establish the mechanism of local governments to deal with environmental mass events. The main contents of this paper are as follows: first, In the introduction, the main research contents are put forward, and the model map of the mechanism of local government responding to environmental group events is constructed. Second, the current situation of local government dealing with environmental mass events. Although local governments have achieved success in dealing with environmental mass incidents, there are still many problems, such as the lack of preventive mechanisms, the lack of communication with the public and the media in the process of controlling and dealing with them. For the lack of identification and judgment of environmental group events, this paper makes a further analysis of the reasons, and puts forward the establishment of local government response to environmental group events prevention mechanism, control mechanism and post-treatment mechanism as a solution. Third, the establishment of local government response to environmental mass incidents prevention mechanism. It is very important to establish the prevention mechanism of local government to deal with environmental group incidents, which can eliminate the environmental group incidents at the root, while the prevention mechanism should follow the six principles of timely response, power and responsibility proportionality, etc. The prevention mechanism is built according to the prevention mechanism model. Fourth, the establishment of local government response to environmental mass events control and handling mechanism. The establishment of control processing mechanism is a timely response mechanism, which should follow the five principles of people-oriented, time-first and coordination, and establish the control processing mechanism, and pay attention to the strategy and method in the process of control treatment. Finally, establish the mechanism of local government dealing with environmental group events. The mechanism of aftercare and disposal can eliminate the repeated occurrence of environmental mass events, and follow the principles of honesty and trustworthiness, humanistic concern, objectivity, truth, fairness and justice when dealing with aftercare, and establish good pacification and investigation feedback according to the mechanism of aftercare and disposal. Punishment and evaluation summarize the four sub-mechanisms, and try to build a set of operable local government response to environmental group events mechanism, so that local governments can effectively respond to environmental group events.
