[Abstract]:The positive group event is a serious social problem concerning the political stability in our country at present. How to deal with group incidents fairly, peacefully and quickly is a difficult problem for governments at all levels, especially at the grass-roots level. From the legal point of view, the group event is a kind of citizen's political participation.
