城市社区警务防控体系研究

【摘要】： 随着我国社会的转型和经济体制的转轨,各种城市犯罪问题日益突出,犯罪方式、犯罪手段、犯罪途径、犯罪动机等呈现不同的特点,城市社区治安形势面临复杂而严峻的局面。警务工作如何科学地整合社会群防资源,运用高效的技防设施,制定社区治安防控策略,完善社区治安防控,提高社区警察驾驭和控制社区治安的能力,遏制犯罪率上升的势头,构建和平稳定的城市社区,成为我国公安机关目前亟待解决的问题。西方社区警务的理论与实践研究,警务内容一般由社区预防犯罪、改革警务巡逻方式以密切警民关系、提供社会服务以改善警察形象、建立社区反馈机制等4个部分组成。社区警务自上世纪中后期从西方国家传入我国。在借鉴西方国家警务理论和成功经验的基础上,结合我国国情,中国社区警务改革制定了适合我国实际的社会治安综合治理方针,在这一方针的指导下,针对城市社区构建起具有中国特色的城市社区警务防控体系。城市社区警务防控体系是各种治安防控要素相互藕合而成的打、防、管、控一体化的警务运作系统,是新时期公安机关践行立警为公、执法为民,应对复杂治安局势,实现社会治安良性循环的新战略。经过多年改革与探索的实践,我国城市社区警务防控体系建设在取得可喜的成绩的同时,也存在一些急待解决的问题。这些问题突出表现为:物防基础不扎实;人防、技防脱钩,警务联动时效差;技防公共财政支持不足,技防设施覆盖率不足;对“事防”的重要性认识不够,不能防患于未然。城市社区警务防控体系建设必须以“发案少、秩序好,社会稳定,群众满意”为目标,按照法制化、规范化、制度化的要求,优化警力配置。完善城市警防控体系建设,要建立科学的城市防控警务机制、做强高效的技防警务机制、做好合理的人防警务体系、提高城市防控的整体效果;要在各级政府的统一领导下,加强宣传发动和统筹协调,采取相应的行政、经济、教育手段,分别突出发挥专门机关作用、市场作用、群众作用,形成打防结合、点面结合、条块结合、公秘结合、专群结合,内部外部整体联动、动态防控与静态防控相互策应、防控信息共享、指挥调度灵敏的城市社区防控网络,形成具有严密稳定长效功能的城市社区警务防控体系。
[Abstract]:With the transformation of our society and the transition of the economic system, various urban crime problems have become increasingly prominent. The ways, means, ways and motives of crime have shown different characteristics. The urban community security situation is faced with a complicated and severe situation. How to scientifically integrate social group defense resources, make use of efficient technical and preventive facilities, formulate community security prevention and control strategy, improve community security prevention and control, improve community police ability to control and control community public order. To contain the rising crime rate and to build a peaceful and stable urban community has become an urgent problem to be solved by the public security organs in our country. The theory and practice of community policing in western countries are mainly composed of four parts: community crime prevention, the reform of policing patrol mode to close the relationship between the police and the people, the provision of social services to improve the image of the police, and the establishment of community feedback mechanism. Community policing has been introduced into China from western countries since the middle and late of last century. On the basis of drawing lessons from the police theory and successful experience of western countries, and combining with the national conditions of our country, the reform of Chinese community policing has formulated a comprehensive management policy of social security that is suitable for the actual situation of our country, under the guidance of this policy, In view of the urban community, the city community policing prevention and control system with Chinese characteristics is constructed. The urban community policing prevention and control system is a police operation system which is an integrated police operation system with various elements of public security prevention and control coupled with each other. It is the practice of the public security organs in the new period to make the police public, enforce the law for the people, and deal with the complex public security situation. The new strategy of realizing the virtuous circle of public order. After many years' practice of reform and exploration, there are still some urgent problems in the construction of urban community policing prevention and control system in China. These problems are as follows: the foundation of material defense is not solid; civil air defense, technical defense decoupling, and police linkage time are poor; technical and defense public financial support is insufficient, and the coverage rate of technical and defense facilities is insufficient; and the importance of "thing prevention" is not enough to prevent trouble in the future. The construction of urban community policing prevention and control system must aim at "few cases, good order, social stability, and the satisfaction of the masses", and optimize the allocation of police force in accordance with the requirements of legalization, standardization and institutionalization. To perfect the construction of urban police prevention and control system, it is necessary to establish a scientific mechanism of urban prevention, control and policing, to do a strong and efficient mechanism of technical and police policing, to do a good job of a reasonable civil air defense police service system, and to improve the overall effect of urban prevention and control; under the unified leadership of governments at all levels, To strengthen publicity and coordination, to adopt appropriate administrative, economic, and educational means, and to give prominence to the role of specialized agencies, the market, and the masses, respectively, and to form a combination of attack and prevention, point-to-face integration, piecemeal integration, and public secrecy. Special group combination, internal and external overall linkage, dynamic prevention and control and static prevention and control mutual response, prevention and control information sharing, command and dispatch of the city community prevention and control network, the formation of a tight and stable long-term function of the city community policing prevention and control system.
