【摘要】:随着公务员制度理论与实践的不断发展与丰富,公务员奖惩激励机制,作为公务员制度的重要组成部分之一,也得到逐步建立健全。公安机关作为政府的重要组成部门和政法机关的重要组成部分,从二十世纪末,公安机关便开始注重警力资源的优化整合,以适应新型警务需求。但由于用人观念陈旧,体制模式落后,激励机制与时代发展不相适应,以致民警队伍人员流失日趋严重,作为中心城区公安分局,近年来,Y公安分局实施了一系列激励措施,取得了一定的成效。但是其激励机制仍然存在有待完善的地方。所以,在现行公务员制度的基础上如何激发公安民警队伍的工作热情,就成为该局面临的重要而迫切现实课题。论文从介绍国内外激励机制研究理论及现代管理学针对人才方面理论入手,借鉴香港警队和美国警队在激励机制建立完善方面的经验,针对Y公安分局作为南方大都市广州的城区中心分局的特点,分析该分局现行民警激励机制、存在问题及原因,提出构建Y公安分局激励机制的原则和目标,并从建立以竞争上岗为主的人才选拔制度、完善民警交流轮换制度和队伍常态管理机制、推进绩效考核工作等方面,论述了在基层实践中如何建立一整套科学化、法制化、规范化、民主化的队伍长效激励机制。
[Abstract]:With the continuous development and enrichment of the theory and practice of the civil service system, the incentive mechanism of civil servants' rewards and punishments, as one of the important components of the civil service system, has been gradually established and perfected. As an important component of the government and the important part of the political and legal organs, the public security organs have paid attention to the optimization and integration of police resources since the end of the 20th century in order to adapt to the new police demands. However, because the concept of employment is old, the system model is backward, and the incentive mechanism is not adapted to the development of the times, the loss of police personnel is becoming more and more serious. As a central urban police sub-bureau, in recent years, the police sub-bureau has implemented a series of incentive measures. Some achievements have been made. But its incentive mechanism still remains to be perfected. Therefore, on the basis of the current civil service system, how to stimulate the enthusiasm of the public security police team has become an important and urgent practical issue facing the Bureau. This paper introduces the theory of incentive mechanism research at home and abroad and the theory of modern management aiming at talents, and draws lessons from the experience of Hong Kong Police Force and the United States Police Force in establishing and perfecting the incentive mechanism. In view of the characteristics of Y Public Security Branch as the central branch of Guangzhou, a southern metropolis, this paper analyzes on the existing incentive mechanism, problems and reasons of the police, and puts forward the principles and objectives of constructing the incentive mechanism of Y Public Security Substation. It also discusses how to establish a scientific and legalized system in grass-roots practice from the aspects of establishing a talent selection system based on competition, perfecting the system of police exchange and rotation and the normal management mechanism of the team, and promoting the work of performance appraisal. Standardized, democratic team long-term incentive mechanism.
