西北民族地区群体性事件及预防机制研究

【摘要】：近年来,我国群体性事件频繁发生,西北民族地区的群体性事件也呈现出频发高发的态势。本文从阐述有关群体性事件的一般理论(即群体性事件的概念、性质、发生特点及国外对此问题的理论研究等)入手,分析西北民族地区群体性事件的发生现状及特点,如民族问题与宗教问题交织、境外敌对势力进行煽动蛊惑,突发性与有组织性并存,通过网络等现代化工具进行串联等。探究其原因,主要有西北民族地区正处在转型期,社会运行机制不完善,干部腐败行为,经济发展差距,民族宗教问题和地域的特殊性以及国外敌对势力介入等。最后,形成一套完善西北民族地区群体性事件预防机制的对策：建立健全经济发展的长效机制、法律保障机制、干部廉政、勤政、依法行政的考核机制、社会利益协调机制、矛盾排查化解机制、信息沟通机制、宗教联动机制。预防群体性事件的发生,保持西北民族地区的稳定,有利于实现全国的稳定和发展。本文对此进行研究,希望能够对西北民族地区构建群体性事件预防机制有所稗益。本文的中心内容为完善预防机制的对策建议,并以其中的宗教联动机制为创新点,强调了“西北民族地区”这个范围界定。
[Abstract]:In recent years, the group events in our country have occurred frequently, and the mass events in the northwest ethnic areas also show frequent and high incidence. This paper starts with the exposition of the general theory about group events, namely the concept, nature, characteristics and the theoretical study of the problems in foreign countries, and analyzes the mass events in the northwest ethnic areas. The present situation and characteristics, such as the interweaving of ethnic problems and religious problems, the incitement and bewitching by foreign hostile forces, the sudden and organized coexistence, the series of modern tools such as the network and so on. The main reasons are that the northwest ethnic areas are in the transition period, the operation mechanism of the society is imperfect, the cadres corrupt behavior, and the economic development. The gap, the ethnic and religious issues and the particularity of the region and the intervention of foreign hostile forces. Finally, a set of countermeasures to improve the prevention mechanism of mass events in the northwest minority areas is formed: to establish and improve the long-term mechanism of the economic development, the legal guarantee mechanism, the integrity of the cadres, the diligence and the diligence, the assessment mechanism of the administration according to law, the coordination mechanism of social interests, and the spear. Shield investigation and resolution mechanism, information communication mechanism, religious linkage mechanism.
To prevent the occurrence of group events and to maintain the stability of the northwest ethnic areas is conducive to the stability and development of the whole country. This paper studies this paper and hopes to be able to benefit from the establishment of a group event prevention mechanism in the northwest minority areas. The system is an innovation, emphasizing the definition of "Northwest Ethnic Areas".
